After recess.
Lincoln, Neb. April 7th, 1887.
The Board of Regents met at 9 O'clock a.m. pursuant to its adjournment of yesterday.
Present Regents Burnham, Gere, Hull and Holmes. Absent Regents Hiatt and Mallalieu.
The minutes of the last preceeding meeting were read and approved.
The Secretary presented and read an account of expenditures by Professor Bessey. Referred to the finance committee.
Rule for presenting statements of estimated department expenses.
On motion the following resolution was adopted. Resolved, that all departments of the University are required to submit to the Board of Regents, in writing, a full and complete itemized statement of all contemplated expenditures for each year, and that said departments will be strictly confined during said years to such estimates as shall have been approved by the Board. That the departments are hereby required to submit to the Board all estimates for the next year, at the meeting of the Board and that said estimates shall in all cases, first be approved by the proper Faculty.
Committee on repairs of the main Building. President, Chancellor, Secretary.
Regent Burnham offered the following resolution and moved its adoption: Resolved, that the chairman of the Board, the Chancellor and Secretary of the Board, be and they are hereby appointed and constituted a committee to proceed with repairs upon the main University building to wit : complete removal and restoration of the interior foundations, protection and proper support of the tower, introduction of sewerage and water closets, and such other internal repairs, improvements and additions in and to walls, floors and furniture as can be embraced within a sum not exceeding $12,000.00, it being understood that the foundation and tower shall first be cared for.
Power to act &c.
That Mr. James Tyler of Lincoln, Architect, be first employed to prepare detailed plans and specifications for said work, and submit the same to said committee, who shall thereupon procure bids for said work and enter into proper contract, guarantees and supervision for and of the same. That preparation for all said work shall be made immediately, so that actual work may be commenced at the beginning of the summer vacation and pushed to completion before its close. That said committee are hereby authorized and empowered to carry forward said work and to approve and direct payments therefor.

Chancellors financial report approved.
The finance committee reported as follows: In the matter of the financial report of the Chancellor, your committee would report that they have examined the same and find same correct. M. J. Hull, E. P. Holmes, Finc. Comt. On motion the report of the committee was received and adopted.
Committee on the Armory building. Dudley, Burnham, Dales (Manatt).
On motion the following resolution was adopted. Whereas, The demand and need for an Armory building and Gymnasium, is imperative and pressing Therefore be it resolved that a committee consisting of Lieutenant Dudley, Regent Burnham and the Steward, Mr. Dales, be and is hereby appointed to deliberate upon and prepare original plans for the erection of said building:

the said committee are authorized to call to their aid to assist in the proper maturity of said plans Mr. _________ Architect, but no obligation of any kind shall be incurred to such Architect further than for services actually rendered to such committee. The said committee shall report its proceedings, and such plans as it may be able to mature under the advice of said Architect, to the Board at a meeting intervening before the annual meeting in June next : and if suitable plans for said building shall be then approved by said Board, the Architect shall be instructed to immediately prepare plans and specifications in duplicate according to the terms of the act of the Legislature.
Committee on the Industrial College Building. Bessey, Hicks, Burnham, Dales (Manatt)
On motion the following resolution was also adopted: Whereas, it is desirable and necessary that the construction of the Industrial College building shall go forward as rapidly as the condition of the University fund will permit, Therefore, Resolved, that a committee consisting of Professors Bessey and Hicks, Regent Burnham and the Steward, Mr. Dales, be and is hereby appointed to deliberate upon and prepare original plans for the erection of said building :

The secretary called attention to the communication of Dr. Billings and also the report of Supt. Win[g] laid over from the March meeting.
The Chancellor made a report in the matter of rank of Professorships, Instructorships &c., which was referred to the committee on course of study.
Form of notice to Appointees upon force of Instruction &c.
The Chancellor also suggested a form of announcement of appointments of Professors, Instructors &c. Regent Burnham moved that the form of notice of appointment to positions upon the force of Instructors &c., in the University, suggested by the Chancellor, be adopted and used hereafter in the University for the purpose indicated. The motion prevailed. The form of notice thus adopted is as follows: University of Nebraska, Lincoln, _______ 188_.
Sir: I am instructed by the Board of Regents to notify you of your appointment as __________ at a salary of $_____ per annum. The appointment extends from ______ to ________, when it expires without further notice unless definitely renewed While it is the policy of the Board of Regents to require of Instructors work outside of their respective departments only in case of necessity every appointment is subject to the following By _law (v. 7. ). Be pleased to signify in writing your acceptance of the appointment.

Chancellor.
Dr.Billings apparatus purchased. &c. $2,225.70. Referred to Bessey and Dales.
Regent Burnham offered the following resolution and moved its adoption: Resolved, that the Board purchase the apparatus and working material offered by Dr. F. S. Billings and pay him therefor a sum not exceeding $2225.70, said purchase to be made and completed when said apparatus and material has been examined and scheduled by Professor Bessey and Secretary Dales, to whom said matter is hereby referred and full and complete title to the same in said Billings is shown. That during such period as his engagement continues, said apparatus and material be placed solely in the charge and under the care of Dr. Billings and that he be held responsible for the same.
$200.00 for adding to Billings work building on farm.
Also that a sum not exceeding $200.00 be appropriated for the purpose of adding to and enlarging the work building used by Dr. Billings on the farm. The resolution prevailed.

By permission, Mr. Ge isthardt made a statement to the Board touching the tenure of the Instructorship in Modern Languages.
The Secretary read a number of reports from heads of departments relating to estimates for departmental expenses.
Chancellors report on Faculty organization adopted.
The committee on course of study reported as follows: Your committee to whom was referred the report of the Chancellor on Faculty organization hereby report recommending the adoption of the same. E. P. Holmes, L. Burnham Committee. On motion the report of the committee was received and adopted. (The report thus adopted is as follows:) To the Board of Regents, Gentlemen: In compliance with your resolution of December I have the honor to submit a scheme of grades for our service of instruction, as follows: 1) Professor. 2) Associate Professor, 5 yrs. tenure, 75 o/c salary. 3) Adjunct Professor, 2yrs. tenure, 60 o/c salary. 4) Senior Instructor, 1 yr. tenure, 50/60 o/c salary. 5) Junior Instructor, 1 yr. tenure, 40 o/c salary. 6) Assistant, 1yr. tenure. On this scheme I remark,
Faculty organization Chancellors report.
1) The Professor to be as now head of a department, with permanent tenure, full (100 o/c) salary. 2) Associate Professor to be appointed only, a) when he is to have charge of department until full Professor can be appointed. b) when there is reasonable probability of establishing a chair by division of department within five years, or c) where a single department is of such importance as to require the permanent service of an Instructor of the rank in addition to the Professor in charge. 3) Adjunct Professor to be appointed only for College work either in recognition of satisfactory service here, or on basis of high attainments and successful experience elsewhere.
By-laws amended (?)
It is suggested that Chap. v. Sec.1 and 2 of the By-Laws be amended so as to read: "The Professors and Associate Professors occupying chairs &c shall constitute and be styled the Academic (Ind) Faculty" , - also ibid Sec.7 to same effect. 4) Senior Instructor to be appointed on strength of advanced study, successful experience , or both. The distinction between this and the preceding grade is simply that between College and preparatory instruction. 5) Junior Instructor - a grade for the raw recruit, or for probation when a knowledge of candidate may not justify any higher appointment.

Faculty organization Chancellors report continued.
As a rule, any one with all his experience to win, whatever his other qualifications, should begin here. 6) Assistant, - not an Instructor for the class room, to be appointed for laboratory and Museum work. This scheme in its main particulars, has been presented to the Faculty and has received their explicit or implicit approval. It offers the attraction of a graduated career in our service, while it leaves promotion to depend(as it ought)on the sum of qualifications, practical, intellectual and moral, in each individual age. Appointment to any grade should be made direct from without whenever the best man is to be found in the wider field : other things being equal, appointment by promotion should be the rule.

Secretary to pay deficiencies and current bills.
On motion it was ordered, that the Secretary and Steward be authorized to pay from the appropriations of 1887-9 all approved bills on file chargeable to the deficiencies account. Also that the Secretary and Steward be authorized to pay gas and water and telephone and other current expense bills, monthly as they accrue subsequent to April 1, 1887.
Deficient salaries to be paid with interest &c.
Ordered also, that the Secretary be and is hereby authorized and instructed to pay the deficient salaries due to Professors and instructors respectively, with interest to April 1, 1887 from the legislative appropriation of 1887-9 for deficiencies .
Hydrant on campus & blackboard in room No. 33.
On motion of Regent Holmes it was ordered that the Steward be authorized to put in a hydrant on the campus and also to cause a wall blackboard to be placed in room No. 33.
