Relating to military details.
1. Military detail : that steps should be taken at once, by the chancellor and president of the Board, to cause to be introduced in Congress a bill amending present regulations on this subject, to the end that the number of Army officers provided for this service be increased, and state and land grant institutions be first supplied when assignments are made.
Match Bill.
2. Match Bill, so called : that whatever support and assistance can be given to this interest which looks to state appropriations for advancement of veterinary and stock matters, should be granted and furnished.
Relating to use of Buildings by students &C.
3. Use of UNiversity buildings by students that the tendency be toward more conservative, rather than more liberal methods in this Direction: the students held to specific hours, times and ways, absolutely necessary to the advancement of social and educational matters : that in the matter of applications for additional privileges, the Chancellor and steward fully confer, that both the popular, and also the practical business like, property view be considered.

The report of the Library Committee to the chancellor, together with reports of departments, were referred by the President to the UNiversity and Library Committee.
Lieut. Dudley addressed the Board by permission relating to the subject matter of his report to the chancellor, appropriation for armory &C., and the matter was thereupon referred to the finance committee.
Miss Moore addressed the Board by permission relative to her communication upon the establishment of the college of fine arts and an appropriation therefor and the same was referred to the UNiversity and Library Committee.
Instructor in english.
On motion of Regent Burnham the following resolution was adopted: Resolved; That the appointment of an instructor to the department of English Literature, for active service, be made, as soon as the condition of funds will admit of the payment of compensation for the same.
On motion of Regent Burnham the following resolution was also adopted: Resolved that the further conduct and

weather service. Committee power to act.
regulation of the weather service be placed in the hands of the Chancellor and Professor Bessey, dean of the Industrial College, and Professor Nicholson, with power to act.
The chancellor called attention of the Board to the general subject of instruction in the latin school, and especially with reference to the provisions of sec. 7 , page 9 of printed By-laws relating to this matter. Referred to the committee on course of study.
Commissions and Certificates to cadets.
On motion of Regent Burnham the following resolution was adopted: Resolved: that steps be taken to secure the passage of an act by the coming legislature, authorizing the issuance of commissions in the state militia, to worthy students in, and graduates of the military department ; also authorizing the use of tents and similar state property by cadets of the UNiversity: also that authority is hereby given to issue certificates of proficiency, signed by the chancellor and Professor of the military department, to such students as complete the required military course.
On motion the Board then took a recess until tomorrow morning at 9 A. M.
after recess.

The Board of Regents met at 9 A. M. pursuant to the adjournment of yesterday. Present regents Burnham, Gere, Holmes, Hull and Mallalieu. Absent Regent Hiatt. The minutes of the preceeding session were read and approved.
Medical College Examining Committee.
The University and Library Committee reported as follows: Your Committee to whom was referred communications from the secretary of the state medical society, naming Drs. Alex. Bear, F. D. Haldeman, M. W. Stone, S. J. Bridenstine and Charles Oxford, a committee to examine candidates for graduation, in pursuance of conference and resolution heretofore had and adopted, recommend the acceptance of such committee for said purpose, and hereby invite them to act in conjunction with proper representatives of the University, provided no obligaton of expense or compensation in any form is assumed for or on their behalf for or in connection with such service.

Dairymans Association.
On motion the following resolutions were adopted: The Regents of the State University of Nebraska now in session, send greetings to the Nebraska Dairymans Association and here by extend to them an invitation to hold their next meeting in one of the University buildings.
Regent Mallalieu offered the following:Resolved: That we recommend that the next legislature appropriate the sum of thirty five thousand ($35,000. )for the purpose of erecting a building for the industrial college and the teaching of the mechanic arts.
Relating to appropriation for Industrial College building.
Regent Holmes moved to amend the resolution by making the amount fifty (50) thousand instead of thirty five.

Regent Mallalieu accepted the amendment and the resolution as amended was adopted.
John E. Schultz cited to show cause against dishonorable dismissal.
On motion the following resolution was adopted: Resolved: That the Secretary of the Board be instructed to cite John E. Schultz, a student in the Medical College of the Class of 1885, to appear at the meeting of the Board to be held March 16, 1887, to show cause why he should not be dishonorably dismissed from the said college for fraud and the use of forged documents to gain entrance into said class.
Relating to the College of Fine Arts. inexpediency
The University and library committee reported as follows: Your committee to whom was referred the communication of Miss Moore regarding the establishment of a college of the fine arts report, that in their judgment it is inexpedient and impracticable to organize to organize such a College at the present time, both from lack of means and lack of practical demand and necessity therefore, as compared with other educational directions whose practical demands are clearly pressing and in justice should be first received that if found practicable, some increased allowance for compensation and expenses of

As to the condition of the same - procuring also estimates for repairs if the same are deemed needful : that repairs, if found necessary and the state of funds permit, be made at an early day under the direction of said committee, and defective parts be placed in a safe and sound condition.
Committee on repairs
The Chairman thereupon appointed Regents Burnham and Holmes to act as such committee on repairs, in connection with the steward and the Chancellor.
Law school Committee
Regent Mallalieu moved that the President of the Board and Regent Holmes act as the committee on the part of the Board for conference with the state Bar Association with respect to the establishment of a Law College. The motion prevailed.
Chancellor to assign work to instructors.
The committee on course of study recommended the following:
That the chancellor be authorized, until further action, to assign necessary instruction in the latin school to instroctors who may not be fully occupied with their own more immediate work.
Relating to Grant Memorial Hall Gymnasium, Armory
E. P. Holmes, J. T. Mallalieu, L. Burnham Com. On Motion the recommendation of the committee was received and adopted.
On motion the following resolution was adopted:
Resolved: That the sum of five thousand dollars be set apart in the estimates of expenses for the ensuing two years for the erection of a Drill Room, and that the Board endorses the recommendation of Lieut. Dudley in favor of a legislative appropriation adding a sufficient sum from the State general fund to construct an armory and gymnasium as a memorial of General U. S. Grant.
Relating to status of instructors, &c.
On motion of Regent Burnham the following resolution was adopted: Resolved: That the Board consider favorably the suggestions of the Chancellor, as heretofore expressed, and of the faculty, as expressed in writing, regarding the status and tenure of approved instructors, and desire a more complete and detailed report in writing from the chancellor at the next meeting of the Board.
Geological Surv.
On motion the following resolution was adopted:
Resolved: That the Board recognize the good work already done by the professor of

Geology in his preliminary survey of the state, and desire its continuance to such extent as the means at disposal for that purpose will warrant.
Relating to future conduct of College farm. Cultivation. Leasing of
On motion the following resolution was adopted: Resolved: That hereafter the agricultural college farm be conducted, directed and regulated as far as possible on the following basis: That all stock except short horns and any grade females that may now be on the farm be disposed of before the opening of the spring. That only as much land be cultivated in grain crops as will be necessary to support of cattle and horses upon the farm. That other land except the south west 40 acres and as much of the N. W. 40 as is needed for veterinary purposes, be as rapidly as possible seeded to the grasses ; that authority be and is hereby given to lease, if found desirable so to do, under proper restrictions, any remaining land, not required for experimentation and above purposes.
