Lincoln, Nebraska March 16th, 1887.
The Board of Regents of the University of Nebraska, met at the Chancellors office in the main building at 2 O'clock p.m., pursuant to the adjournment of the December meeting 1886.
Present Regents Ieavitt Burnham, C. H. Gere, E. P. Holmes and J. T. Mallalieu.
The minutes of the last preceeding meeting were read and approved.
Regent Holmes stated that it was impossible for him to sit with the Board at this time and asked to be excused. Excuse was accordingly granted, and the Board thereby being without a quorum, a recess was taken until 2 O'clock p. m. tomorrow.

The Secretary and Steward read a memorandum of business for the present meeting.
Recommendati ons for Medical Degrees
A communication was received and read, from the Medical Faculty, recommending that the degree of Doctor of Medicine be conferred upon the following name candidates, viz: Dwight S. Moore, Mahlon A, Kelso and Edward F. Dodd. Also from the Homoeopathic section for the following named candidates, to wit: Joseph S. Eaton and John K. Maxson.
Medical Degrees Conferred.
Regent Burnham moved that the recommendations of the Medical Faculty be approved and adopted and that the degree of Doctor of Medicine be conferred upon the candidates above named as recommended, and diplomas awarded accordingly.
The motion prevailed.
E. W. Hunt appointed Instructor in Engl. Eloc. &c.
The Chancellor asked to be allowed to secure the services of Mr. E. W. Hunt as Instructor in English &c., during the next term. Thereupon the following resolution was adopted. Resolved that authority be and is hereby granted to the Chancellor to employ Mr. E. W. Hunt as Instructor in English, Elocut ion &c., for the re-

mainder of the school year, at an annual salary not to exceed $ 1200.00 per annum, the understanding being if his employment should not prove satisfactory, such employment shall terminate at the June commencement, without obligation to him thereafter.
Books for Chapel to be purchased.
On motion of Regent Burnham it was ordered that the Chancellor and the Steward be authorized to procure one hundred and fifty copies of song books for use in the Chapel, on the most favorable terms.
Relating to extension of detail of Lieut. E. S. Dudley.
On motion the following resolution was adopted. Whereas, it is in the opinion of the Board of Regents of the University of Nebraska, quite important that Lieutenant E. S. Dudley Instructor in Military science and tactics, be retained in that positon until the expiration of the next University year, 1st. That there may be no interruption in the studies and drill in the midst of the session. 2nd. Because it is desirable that he should continue in charge until the building for Armory and drill room that is expected to be erected from plans prepared by him may be completed before the University is deprived of his valuable services, 3rd. Because of the value of his services in the organization of the Militia of this State, Resolved, that the Board respectfully requests of the War department, if it is not incompatible with the good of the service, to extend the detail of 1st. Lieut. E. S. Dudley of the 2nd Regiment U. S. Artillery, as instructor in Military science and tactics, until the close of the University year June 30th. 1888.
On motion it was ordered that the above resolutions be transmitted to the War department promptly, by the Secretary of this Board, with a request for an early reply thereto.
Relating to appointment of Associate Professor of Chem.
On motion the following resolution was adopted. Resolved, that the Board will make the appointment of Associate Professor of Chemistry in accordance with the recommendation of the Faculty to take effect at the beginning of the next University year, should the estimates made by the Regents be allowed in the Legislative appropriations.
Relating to the 'Hatch Bill'.
On motion of Regent Burnham it was ordered that the President of the Board in connection with the Chancellor and the Secretary of the Board, be authorized to take such steps as may be found desirable and necessary to forward the interests of the University under the 'Hatch Bill'.

In re Schultz.
The matter of the charges and specifications of misconduct against Johann Ernst Schultz, a student in the Medical College, now coming on for consideration, and the return of service of the citation heretofore directed to Mr. Schultz, being produced and placed on file, the following resolution was after due consideration adopted: Whereas, heretofore, to [wit ion] the 16th. day of December A. D. 1886, certain charges and specifications were presented to the Board of Regents of the University of Nebraska against one John Ernst Schultz, formerly a student in the Medical College of said University, in substance charging said Schultz with false, fraudulent and improper statements and representations by him made to the authorities of said University and said Medical College, whereby and whereunder the said Schultz had obtained, or sought and endeavored to have, procure and obtain certain preferment, advancement, recognition, benefit, privilege degree, diploma and advantage, to which the said Schultz was not and would not upon a true statement and condition of affairs be entitled, said charges and specifications being among the files in the office of the Secretary and Steward of said University : and,

Whereas, Duly certified copies of said charges and specifications, together with a citation to said Schultz to be and appear before said Board of Regents of said University on the 16th day of March 1887, were, as appears from the record and return on said citation endorsed, duly served on said Schultz on the 8th. day of January A. D. 1887 (a duplicate copy of said citation with the return and record of service thereon endorsed, is with the files in the office of the Secretary and Steward of said University) and Whereas, said Schultz has wholly and utterly failed, neglected and refused to be and appear on the date and at the place fixed, before said Board or any member therof, either in person or by agent or attorney, and has wholly and utterly failed, neglected and refused to present, offer or tender any answer, response, reply, statement or proof adverse to or contradictory of said charges and specifications : and whereas, the Board of Regents, upon information, statement and correspondence had and received concerning the allegations in said charges and specifications set forth, have good reason to and do beleive the said charges and specifications and all thereof are true and well founded as against said Schultz

NOW THEREFORE, Be it resolved, that said charges and specifications hereinbefore referred to and all thereof are declared to be and the same are taken, accepted and found to be true, exact and correct as the same are formulated, stated and

set forth, and it is also hereby further resolved that said Johann Ernst Schultz be and he is hereby dishonorably dismissed and expelled from the said Medical College of the said University of Nebraska. That certified copies of the foregoing resolutions be, by the Secretary of said University, presented to and filed with the proper officials of the State Medical Association of the State of Nebraska and also filed with and recorded in the office of the County Clerk of the County of Hamilton in the State of Nebraska, where said Schultz, as appears from the return made upon mail citation, now resides, and also that a copy of these resolutions and findings be served upon said Schultz personally.
On motion the Board then adjourned subject to the call of the President.

The Board of Regents of the University, met in special session at 2 O'clock p.m. upon the call of the President, pursuant to the order made at its adjournment on March 17, 1887.
Present Regents: Ieavitt Burnham, C. H. Gere, M. J. Hull and E. P. Holmes. Absent Regents J. M. Hiatt and J. T. Mallalieu.
The minutes of the last preceeding meeting were read and approved.
The Secretary presented a memoranda of business, also a communication from Miss Smith as Custodian of the Library, also communications from the Faculty, relating to the status and tenure of Instructors, which was presented at and laid over from a former meeting. The Secretary also presented bills on file and the Chancellors financial report, all of which were referred to the finance committee.
Communication of Miss Smith referred back &c.
On motion it was ordered, that the communication of Miss Smith relating to the care and management of the Library &c., be referred back to her, to be transmitted through the Library Committee of the Faculty, to be accompanied by such recommendations as they may deem proper as to extra conpensation or otherwise.
Director of the Chemical laboratory. Prof. Nicholson
The Chancellor suggested that there be added to Professor Nicholsons title, the words 'Director of the Chemical Laboratory'. Thereupon the following resolution was adopted: Resolved: that in the new catalogue and hereafter until further order, the title of Professor Nicholson be known and described as 'Professor of Chemistry and Physics and Director of the Chemical Laboratory'.
The Chancellor submitted suggestions touching the matter of a Geological survey of the State by the University on its own account, leave of absence to Prof. Hicks for field work, assistance &c., referred to the committee on course of study.
The Chancellor also called the attention of the Board to the matter of the continuation of the Medical College, reorganization &c. registration fee, salaries, college hospital &c.
On motion the Board then took a recess until tomorrow morning at 9 O'clock.
