Lincoln, Nebraska December 14, 1886

The Board of Regents of the University of Nebraska met in regular session, at the office of the chancellor in the main building of the University in Lincoln, at three O'-clock P. M., pursuant to the provisions of the By-Laws.

Present Regents Burnham, Gere, Hull, Holmes and Mallalieu. Absent Hiatt. The minutes of the last preceeding meeting were read and approved.

Chancellors Report.

The Chancellor presented his report (proof sheets ) and the secretary read accompanying department reports.

The secretary and steward presented his regular reports with vouchers, also bills on file in his office, also the financial report of Mr. Wing superintendent of the farm, all of which were received and referred to the finance committee : Regent Burnham was appointed by the chair to act as a member of the finance committee for the present session.

The secretary read a communication from the UNiversity Senate, and that portion of the same relating to appropriations was referred to the finance committee, and that portion of the same relating to the organization of a law school was referred to the committee on Course of study.

The secretary also read communications from the secretary of the state medical Society, which were referred to the University and Library Committee.

The secretary also presented and read documents relating to contracts with Mr. Lanham claims for balances due him and his assignments of the same, all of which were referred to the finance committee.

On motion the Board then took a recess until 9.30 O'clock tomorrow morning.

Lincoln, Neb. December 15, 1886.

The Board of Regents met at 9.30 O'clock A. M. pursuant to adjournment of yesterday. Present the same members as on the 14th inst. Absent Regent Hiatt. The minutes of the preceeding meeting were read and approved. Prof . Bessey Dean of the Indusrial College read his report of the Department for past two years with recommendations.

The Chancellor now took up the discussion in detail of his report, calling the attention of the Board to the following points : ( A ) That the faculty are prepared to present the name of a candidate at once for the instructorship in English. ( B ) The necessity of filling the chairs of philosophy which should not be deferred beyond June next. ( C ) The demands upon the scientific departments for public work, noting the recommendation of the faculty for the appointment of an assistant professor of chemistry ( D ) Providing for printing of miscellaneous University documents, bulleting, circulars &C., and noting the recommendation of the University Senate upon this matter. ( E ) Suggesting the propriety of the University undertaking a Geological survey of the State on its own account. ( F ) Calling attention to the matter of the establishment of a law school.

The secretary presented and read a communication from Professor Mc. Millan relating to compensation for work done by him in teaching philosophy, which was received and referred to the Finance Committee.

The Board then took a recess until 2 P. M.

After Recess. Lincoln, Neb. December 15, 1886

The Board of Regents met at 2 O'clock P. M. pursuant to adjournment. Present the same members as at the morning session. Absent Regent Hiatt.

The Finance Committee reported as follows: Your Committee to whom was referred so much of the report of the secretary and steward as properly comes before them, submit the following: $335 . to Lanham extra on st . ht . ( 1 ) Recommending the allowance of $335.00 to John Lanham for extra work done in connection with steam heating apparatus. Steam pipes to covered &c. ( Steward ) ( 2 ) Recommending the covering and protection of pipes, and perfection of minor details in connection with steam service, as from time to time showing to be desirable, under direction of the steward, when funds permit. Janitorial services &c. ( Steward. ) ( 3 ) The janitorial service should be increased and perfected: not less than two good men all the year and three during fall and winter season, are adequate to proper care and protection of present buildings

Dec 15 1886 General repairs

and property : and as buildings increase , this number should be increased : they should be first class employees on a good basis of compensation and be directly responsible to the steward.

Main Building

Further and additional repairs to the main University Building are a necessity, largely owing to original defective construction. Much of the inside foundation floors in halls &C . , require to be replaced, windows, doors and minor details renewed and repaired, tower overhauled and strengthened all this for safety and comfort should be done as soon as practicable. On motion the report of the committee was received and adopted.

Stewards report, financial, approvd secretary's rep. approved.

A communication from the general faculty relating to the needs of departments and general estimates for the ensuing two years was read by the Secretary and ordered filed

Bills Allowed.

The finance committee reported as follows: The committee on finance have examined the stewards financial report and find it correct. Also the secretary's financial report and find it correct : and would recommend that the following bills be paid as soon as practicable from funds on hand for current expenses: Telephone Co. $73.60 Newcomb, Munson & Co. 94.47 Baum & Son 26.70 J. G. White 5.05 H. W. Brown 6.44 W. H. Prescott 6.00 Midland Electric Co. 14.00 State Journal , Ads. & Locals 36.30 Cook and Johnson 3.00 B. Westermann 9.00 A. M. Davis 72.75 D. F. Easterday 83.00 H. T. Dobbins 3.00 W. J. Cooper 22.83 Nebraska Teacher Adv. 10.00 Nebraska Farmer 5.00 Weekly News 10.00 For Grading (Lab'ty ) 50.00 ------------ $531.14 Also the sum of $400, or as much thereof as practicable from the balance of such funds on hand, to State Journal Co., for printing : and that all other bills chargable to specific appropriations be paid from balances thereof so far as practicable. Wings financial report approved

The finance committee also reported the following: The finance committee report that they have examined the financial report of Prof. Wing, Superintendent of the College farm, with vouchers accompanying and find the same correct.

Sale of stock at farm &c.

In regard to the disposition of the excess of live stock on the farm, the Committee would reiterate the instruction given at the June meeting of the Board, and impress upon the superintendent the necessity of extra efforts looking to the speedy disposal of said stock to the best advantage possible for the UNiversity. It is desirable that no more of said stock should be kept through the winter than is absolutely necessary.

Boarding at Farm.

We Do recommend that the agreement contemplated between superintendent Wing on the part of the Board of Regents and Mrs. Courtney, Housekeeper, as to the boarding arrangements at the College farm, be so modified that board shall be furnished students at actual cost, but not to exceed $2.75 per week hereafter.

Relating to Law school. Same Committee.

The committee on Course of study reported as follows: 1. That the establishment of a law school in connection with the UNiversity, should be done only after careful investigation of the general demand for such a department 2. That a committee be appointed to confer with the members of the State Bar Association in reference to the advisability of taking such steps as will lead to the establishment of a Law department, and if in the opinion of said association there is need for a department of this nature, then to secure their cooperation.
