Regular Meeting January 10, 1959

Nebraska Consolidated Mills Company

From Mr. J. A. Mactier, President of Nebraska Consolidated Mills Company, Omaha, Nebraska, comes a request that Dr. E. F. Frolik, Associate Director of the Agricultural Experiment Station, be permitted to act as consultant for Nebraska Consolidated Mills Company in their proposed building of a large flour mill, corn mill and feed mill in San Juan, Puerto Rico. It was estimated that the consulting work will cover a period of approximately one year and the Company would pay Dr. Frolik $200 per month and traveling expenses including two one-week trips to Puerto Rico during the year.

Dr. E. F. Frolik permitted to act as Consultant

It was moved by Regent Welsh, seconded by Regent Elliott, motion put to vote and carried, directing that approval be granted for Dr. E. F. Frolik to act as consultant to the Nebraska Consolidated Mills Company for a period of one year at a stipend of $200 per month plus traveling expenses in establishing their flour mill, corn mill and feed mill in San Juan, Puerto Rico.

There being no further business, the Board adjourned.

Special Meeting December 20, 1958

Lincoln, Nebraska December 20, 1958

The Board of Regents of the University of Nebraska met on this day for a special meeting at 10:00 o'clock a.m. at the Administration Building, City Campus.

Regents present: C. Y. Thompson, President B. N. Greenberg Frank O. Foote Clarence E. Swanson J. G. Elliott J. L. Welsh

University officials present: Messrs. Clifford M. Hardin, Chancellor A. C. Breckenridge, Dean of Faculties Joseph Soshnik, Comptroller John K. Selleck, Corporation Secretary Carl A. Donaldson, Business Manager

Also present at the meeting was Regent-elect Richard E. Adkins.

Minutes Approved

The minutes of the proceedings of the Board at their meeting held November 15, 1958, were approved, copy of the same having been transmitted to the several members of the Board under its order of October 1, 1926.

Resignations Approved

From the Chancellor's office come reports of resignations, new appointments, leaves of absence, adjustments in work and salary and retirement. Money being available for those purposes from former apportionment by the Board, the following actions are taken.

It was moved by Regent Greenberg, seconded by Regent Elliott, motion put to vote and carried, that the following resignations be approved as recommended by the Chancellor's office.

RESIGNATIONS

Millard Stanek, Research Associate in Agricultural Economics, effective February 9, 1958; no stipend.

Dean Bucy, Research Associate in Agricultural Economics, effective February 10, 1958; no stipend.

Joe Mac Martin, Associate in Neurology and Psychiatry, and Director of the Western Psychiatric Clinic at Scottsbluff, effective October 17, 1958; salary paid by Board of Control.

John D. Egan, Instructor in Internal Medicine, effective October 20, 1958; no stipend.

Walter G. Klopfer, Assistant Professor of Neurology and Psychiatry, effective October 31, 1958.

Norris J. Anderson, Associate Extension Economist, effective December 10, 1958.

Leaves of Absence Approved

It was moved by Regent Elliott, seconded by Regent Swanson, motion put to vote and carried, that the following leaves of absence be approved as recommended by the Chancellor's office.

LEAVES OF ABSENCE

Marc A. Hairstone, Research Associate in Pedodontics, leave of absence without salary from September 30, 1958 to September 30, 1959.

Mrs. Leona Shahani, Psychometrist in Junior Division and Counseling Service, leave of absence without salary from November 24, 1958 to February 23, 1959.

Ernest Feder, Associate Professor of Agricultural Economics, extension of leave without salary from December 1, 1958 to January 15, 1959; currently on Fulbright grant in Chile.

Leo Barnell, County Agricultural Extension Agent in Dundy County, leave of absence without salary from January 5, 1959 to January 4, 1960.

Dorothy Larery, Assistant Professor of Home Economics, leave of absence without salary for the second semester of 1958-59.

E. Richard Nightingale, Assistant Professor of Chemistry, leave of absence with pay during the second semester of 1958-59; to carry on research work. Salary to be paid from University Research Council funds.

Francis A. Haskins, Professor of Agronomy, leave of absence from July 1 to August 31, 1959, with salary; to work with Dr. Herschel K. Mitchell in the Biology Division of California Institute of Technology.

New Appointments Approved

It was moved by Regent Welsh, seconded by Regent Greenberg, motion put to vote and carried, that the following new appointments be approved as recommended by the Chancellor's office.

NEW APPOINTMENTS

College of Agriculture Bert Evans, Instructor and Assistant in Agricultural Economics, at $450 per month for the period November 26, 1958 to June 30, 1959; to teach Ag. Econ. 1, and conduct research under 4775W.

College of Arts and Sciences Desmond Michael S. Wheeler, Assistant Professor of Chemistry, at $2850 for the second semester of 1958-59; temporary replacement for E. R. Nightingale who will be on leave.

College of Engineering and Architecture Luh Cheng Tao, Associate Professor of Chemical Engineering, at $7500 per year effective February 1, 1959; in place of H. T. Bates.

Graduate College Leota G. Norton, Assistant Field Work Instructor, School of Social Work, for the period September 1, 1958 to June 1959, without salary.

Junior Division and Counseling Service Oliva P. Carino, Psychometrist with rank of Instructor, temporary appointment at $3000 per year from November 24, 1958 to February 23, 1959; in place of Mrs. Leona Shahani on leave.

College of Medicine Mrs. Evelyn M. Smith, Instructor in Psychiatric Social Work, without salary, effective October 6, 1958.

Division of Student Affairs Mrs. Jane Rogers Eller, Assistant to Associate Dean of Women, at $3600 per year effective December 1, 1958; in place of Mrs. Frances Vogel, resigned.

Teachers College Freeman B. Decker, Associate Professor of School Administration, effective November 11, 1958. (This action is to authorize the Graduate College and Teachers College to list Dr. Decker in their course offerings. Ordinarily he will be appointed to teach School Administration 257 only during the summer session, as has been the practice for several summers. The salary will be determined at the time he is asked to teach the course. )

It was moved by Regent Foote, seconded by Regent Greenberg, motion put to vote and carried, that the following adjustments in work and salary be approved as recommended by the Chancellor's office.

College of Agriculture Lloyd W. Andersen, from Assistant Extension Entomologist at $6300 per year to Extension Entomologist at $7000 per year, effective January 1, 1959.

Grace M. Bruno, County Home Extension Agent in Dakota County, from $3800 to $4200 per year effective December 1, 1958.

Roberta F. Henderson, County Home Extension Agent in Colfax County, from $3900 to $4200 per year effective January 1, 1959.

Glenn Viehmeyer, additional appointment to Department of Horticulture, as Assistant Horticulturist without salary, change effective November 1, 1958; currently on North Platte Experiment Station staff.

College of Arts and Sciences Byron T. Aftonomos, Continuation of appointment as Research Associate in Physiology at $5800 per year from November 1, 1958 to November 1, 1959; account 6424-4W.

Authorize transfer of money for Frank H. Woods Fellows.

It was moved by Regent Welsh, seconded by Regent Swanson, motion put to vote and carried, directing the secretary of the Board of Regents be authorized to request the University of Nebraska Foundation to transfer the sum of $7,500 held by the Foundation in the Frank H. Woods Fellowships to the University Comptroller for use in support of leaves of absence for faculty personnel as previously approved by the Board of Regents.

Discuss policy of naming University buildings

After some discussion in reference to the policy of naming University buildings after individuals and upon recommendation of the Chancellor, it was moved by Regent Greenberg, seconded by Regent Swanson, motion put to vote and carried, directing that a study be made by the Board of Regents Property Committee concerning the policy of naming University buildings in honor of University individuals and report back to the Board.

Authorize contract-Air Research and Development Command-Math Dept.

It was moved by Regent Greenberg, seconded by Regent Foote, motion put to vote and carried, directing the president and corporation secretary of the Board of Regents shall be authorized to sign in behalf of the Board, Contract AF 49(638)-506 with the Air Research and Development Command in support of research dircted by Professor L. K. Jackson, Dept. of Mathematics for which the sum of $5,754 is provided for research on "Boundary Value Problem for Certain Nonlinear Differential Equations."

Authorize contract with USPH Research by Dr. DonaldPace

It was moved by Regent Welsh, seconded by Regent Foote, motion put to vote and carried, directing the president and corporation secretary of the Board of Regents shall be authorized to sign in behalf of the Board, Contract SA-43-ph-2419 with the United States Public Health Service in support of research under the direction of Dr. Donald Pace, Professor of Physiology, wherein the sum of $28,126.00 is provided for research in the field of "Screening and Evaluating Compounds in Tissue Culture."

Preparation for Trust Agreement for aid in financing Center for Continuing Education

From the Chancellor's office comes the proposed Trust Agreement, approved as to form by Attorney General of the State of Nebraska, Mr. C. S. Beck, and approved as to form by Mr. Earl Cline, Attorney for the Board of Regents, of the University of Nebraska of revenue bonds under the provisions of Section 85-403 to 85-411, Revised Statutes of Nebraska, 1943. Under this Trust Agreement it is contemplated
