Regarding an agricultural experiment station they recommend publication at once of bulletins one and two,being(sic)reports of Geologist and Entomologist,referred(sic) to by professor Bessey.
Working staff of Ag.Exp.station(sic) 1887-8.
That the selection of the working staff of the station as made for the present year and named in professor Bessey's report,be(sic) confirmed,to(sic) wit: H.H.Wing Agriculturalist. H.H.Nicholson Chemist. D.B.Brace Meteor ologist.(sic) L.E.Hicks Geologist. C.G.Mc.Millan Entomologist. C.E.Bessey Botanist.
That the station for the study of animal diseases be made a department of the agricultural experiment station.
Billings.
That a treasurer be appointed to receive and pay out the money coming to this station.
Executive committee of the Ag. Exp.station.(sic) Gere,Bessey,Dales
That an executive committee of three consisting of the president of the Board of Regents, the Director of the experiment station and the Secretary of Universtiy be appointed to prepare rules for the conduct of the business of the station and to execute the orders of the Board of Regents concerning the same,as(sic) from time to time made.

That the State Agricultural society be requested to appoint two members,the(sic) State Horticultural society one member,the(sic) same to constitute a visiting committee who shall make an annual report to the Regents.
Station report.
That an annual report as provided in the Hatch bill so called,be(sic) prepared and submitted in accordance with the terms of said bill.
Franking.
That the Secretary of the Board ask the Post Master General for directions as to means of free circulation of printed matter as contemplated by said Hatch bill,so(sic) called.
Estimate of expenditures of station,current(sic) year
That the amount expected to be received from the Government for the current year be assigned as follows:

on mot ion(sic) of Regent Burnham the following resolution was adopted.
Relating to the Agricultural Expeeriment Station.
History.
Whereas, the University of Nebraska has since its opening in 1871 to the present time,maintained(sic) a department or college the leading object of which has been and is to teach those branches of learning which are related to agriculture and the mechanic arts,and(sic) including military tactics,under(sic) the provisions of an act of congress approved July 2d.1882(sic) granting lands to the several States for the establishment of such colleges,and(sic) which said college is now known and designated as the Industrial college of said University,
Developement.(sic)
And whereas, the Board of Regents of said University have from time to time expended considerable sums of money in strictly scientific as well as popular experiments in various branches of learning and industry,
And whereas,the(sic) Board of Regents of said University of Nebraska,did(sic) in April 1886,establish(sic) an experiment station in connection with said industrial college,for(sic) the study of animal diseases, their nature,causes(sic) and remedies,and(sic) appointed a Director of said station and have to the present time maintained said experiment station and expended for salary of said Director,apparatus,equipment s(sic) books,materials(sic) and buildings,more(sic) than seven thousand dollars,
Establishment.
And whereas, the said Board of Regents at their annual meeting in June 1887,with(sic) a view to the crystalization of fragmentary experimentation and the establishment of an experiment station proper,under(sic) the provisions of an act passed by the 49th. Congress commonly known as the "Hatch Bill" ,did(sic) make the following order,viz:(sic)
"Resolved, that the sum of thirty five hundred dollars be set apart for the support and maintenance of the agricultural experiment station, for the year beginning July 1st. 1887, the same to be expended under the direction of the Dean of the Industrial college: this sum to be used for the purposes set forth in the report of the Dean, viz: (1) Popular experiments on the farm. (2)Observations on soil temperatures. (3)Observations on soil water(lysimetry). (4)Experiments upon subterranean irrigation. (5)Meteorological observations. (6)xxxxxxxxxxxxxxx. (7)Chemical analyses of soils and water. (8)The study of the injurious insects. (9)The study of the injurious fungi. (10)The study of the grasses and forage plants of the State: and for such other uses as are consistent with (sic)the purposes of this resolution".
Object of.
And whereas, in the option of the Board of Regents the time has arrived when the experiment station already established in said Industrial college, should be further develop ed(sic) along the several lines indicated in said act of congress,and(sic) the said experiment station be more perfectly organized as a department of said college.

Prior organization ratified &c.
Therefore, be it resolved by the Board of Regents of the University of Nebraska, in order to secure a more perfect establishment and organization, that the said agricultural experiment station in the Industrial college of this University, as heretofore established, be and the same is hereby ratified, and that experimental work shall be continued along the lines already inaugurated and also in other directions provided for by the terms of the said act of congress, to the extent of available funds.
Appointment of Director, Acts approved. Executive Com't.
That the Dean of the Industrial college shall until otherwise ordered by the Board of Regents,continue(sic) to act as Director of all the work of said station,and(sic) that his action in securing for the current academic year the co-operation of Messrs. Wing,Nicholson,Brace,Hicks,McMillan,as(sic) shown by his report is hereby confirmed. That the president of the Board of Regents,Director(sic) of the experiment station and Secretary of the Board of Regents shall constitute an executive committee which shall make all needful rules for governing the business affairs of the station and carry out the orders of the Board of Regents as from time to time made.
Visiting Com't. duties and Report.
That the State agricultural society be requested to appoint two of its members, the State horticulral(sic) society one of its members, the three to constitute a visiting committee to visit at least once each year said experiment station,and(sic) to submit its report thereon to the Board of Regents and the Governor.
Appointment of treasurer,Dales(sic) Authority,duties(sic) Bond &c.
Resolved, that James S. Dales be and he is hereby appointed and created treasurer of the agricultural experiment station heretofore created by the authority and under the direction of the University of Nebraska, and that as such treasurer he is hereby authorized to receive from and receipt to the Government of the United States or its proper fiscal officer, for any and all sums of money appropriated under an act entitled "An act to establish agricultural experiment stations in connection with the colleges established in the several states under the provisions of an act approved July 2d. 1862,and(sic) of the acts supplementary thereto" , and to pay out the same upon vouchers duly approved by the Director of said station. That said treasurer be and he is hereby required to give a good and sufficient bond to be approved by the chairman of the Board of Regents of the University of Nebraska in the sum of not less than five thousand dollars. The resolution was adopted.
Report of special committee on the breeding rooms.
The special committee reported as follows:
Your special committee appointed to investigate the complaints made on the part of certain professors,and(sic) suggested by the Steward in reference to the animal rooms now maintained in the basement of the University,have(sic) examined the cause of this complaint, and herewith offer the following report with suggestions tending to remedy the same:

Breeding rooms.
We find that for some time Dr. Billings was obliged to keep his animals in the rooms set apart for him by this Board on account of cold weather, before he was able to procure sufficient cages in which to keep the same,and(sic) that for this reason there was no doubt cause for complaint on account of bad odors arising therefrom. But we further find that all animals have now been provided with suitable boxes,and(sic) the trouble complained of will be greatly remedied if not entirely removed.
Removal of animals.

On motion the report of the committee was received and adopted.
Regent Hull off ered(sic) the following resolution and moved its adoption.
Relating to Vifquain. Cabinet specimens.
Resolved that the Chancellor of the University be requested to communicate to Hon.Victor(sic) Vifquain in such manner as seems suitable to him,the(sic) appreciation and thanks of the Board of Regents, for his valuable gift of ores to the Cabinet.
The motion prevailed.
Appropriations
The finance committee offered the following:
We recommend the following appropriations for the remainder of the academic year.

On motion the report of the committee was received and adopted.
$100.00 for purchase of milage R.R.tickets.
On motion of Regent Hull it was ordered that one hundred dollars be appropriated for the purchase of milage tickets for the use of representatives of the University in visiting schools &c., throughout the State.
On motion the Board then adjourned.
