Ayes & nays called for
Regent Burnham called for the quest ion(sic) upon the mot ion(sic) to adopt the substitute offered by Regent Roberts and called for the ayes and nayes thereon.
The roll being called the vote resulted as follows:
Ayes,Regents Davis,Gere(sic) and Roberts.
Nayes,Regents(sic) Burnham,Hull(sic) and Mallalieu.
Substitute for sec.2.of(sic) comt. report (finance) by Mallalieu.
The chairman decided the motion to adopt the substitute offered by Regent Roberts for section two of substituted report of finance committee to be lost.
The question then recurring upon the motion to adopt the original section two as proposed by the finance committee and amended,Regent(sic) Mallalieu offered the following resolution as a substitute for said section two of committees report as amended,and(sic) moved it s(sic) adoption seconded by Regent Hull.
Billings,tenure(sic) salary &c.
That Dr.Frank(sic) Billings be continued in his position as an investigator into the cause and nature of animal diseases and the practical application of his claimed discoveries, in the experimental station of the University,and(sic) t o(sic) hold his position at the pleasure of the Board of Regents and subject to removal at any regular or special meeting; that he be responsible to the Director of said experimental stat ion,(sic) that his compensation be paid out of the fund appropriated by the General Government for the maintenance of said station, that said compensation be determined by the Board and be based upon monthly payments.
Amendment by Regent Davis,
Regent Davis proposed an amendment to the resolution offered by Regent Mallalieu, by adding thereto the following:
Laboratory and Library rooms.(sic) accepted.
"And that for the present the rooms now occupied for the Laboratory and Library be retained".
Adopted.
Regent Mallalieu accepted the amendment, and the question being put upon the resolution of Regent Mallalieu as amended was declared carried and the substitute offered by him adopted.
Adoption of report (substituted) of finance com't. as amended and modified.
The main question then recurring, that of the adoption of the report of the finance committee as amended, it was agreed that section four of said report relating to appropriations should be dropped from the committees(sic) report for the present, and the question being then put was declared carried and the substituted report of the finance committee as amended by the above proceedings was adopted.
On motion the Board then took a recess until 2 o'clock p.m.

Further proceedings on report of finance committee. (Station)
Appropriations
Substitute for sec.4.offered(sic) by Davis.
Consideration of the substituted report of the finance committee on the report of the executive committee of the agricultural experiment station being resumed, touching appropriations,Regent(sic) Davis offered the following substitute for section four of said report of the finance committee relating to appropriations,and(sic) moved t o(sic) adopt:
For buildings $3,ooo. (sic) For salary of Billings to June 30. 1,ooo. For salary of treasurer " 5oo. For salary of Director " 75o. For publications,stationary(sic) &c. 2,ooo. For experimental farm 1,5oo. For current expenses to be expended under direction of Ex. committee 2,65o. To recoup University: Apparatus &c. 2,225. Current expenses 1,235. L.E.Hicks,(sic) work on irrigation 1oo. L.E.Hicks,(sic) expenses convention 4o. --------------------- $15.ooo.oo
Amendment suggested by Regent Burnham.
Regent Burnham suggested an amendment to the above substitute, to group the three items immediately following the first together in one without specification,making(sic) the total sum of $225o.(sic) subject to expenditure in the discretion of the executive committee of the station.
Salary of Billings $875. per quarter.
Regent Davis moved that the salary of Dr. Billings be fixed at the rate of $875.00,for(sic) the quarter from April 1st. to June 30th.1888, seconded by Regent Roberts.
Regent Davis requested that Dr. Billings be heard before the Board upon the matter of his salary and expenses.
Chancellor Manatt objected to the proceeding and the Request was withdrawn.
Professor Hicks was permitted to speak urging the appointment of an Entomologist to the station.
A vote being taken upon the motion of Regent Davis to fix the salary of Dr.Billings(sic) at $875. for the quarter, the same was declared carried.
Amended substitute by Davis,

Regent Davis thereupon submitted his proposed substitute for said sect ion(sic) four of finance committees report ,(sic) in the following amended form and moved its adoption: For buildings $3,ooo.(sic) For salary Billings to June 3o-88 875. For services rendered & expenditures advanced, to be repaid or disbursed in discretion of Ex.com't of station 1,375.

Adoption of substituted report of finance com't. generally as Amended.
The question being put to adopt the motion and substitute of Regent Davis in the above modified form prevailed.
On motion the whole of the substituted report of the finance committee as amended and modified by the above proceedings of the Board,was(sic) then adopted.
Chancellor Manatt presented recommendations from the Faculty, relative to Instructors,new(sic) appointment s(sic) &c.,which(sic) was received and referred to the finance committee as to all the matter involving new appointment s(sic) or increase of salaries,and(sic) to the committee on course of study as to the retention of Instructors without increase of salary.
Relating to the breeding rooms.
The matter of the breeding rooms in the basement of the main building referred to in said recommendation was also referred to the finance committee.
Regent Davis moved that $5oo. or so much the reof(sic) as may be necessary be appropriated from the funds of the University to put up a temporary building on the campus for the keeping of the animals.
Chancellor Manatt objected to this proceeding and the matter was referred to the University and Library committee the mot ion(sic) being withdrawn.
Time granted to finance Com't. on Faculty report.
The finance committee asked for further time until the June meeting to consider the communication of the Faculty relative to new appointments, increase of salaries &c., and further time was granted without objection.
Lawrence Bruner station Entomol'g at rate of $1500. per yr.
On motion of Regent Mallalieu it was ordered that the executive committee of the agricultural experiment station be empowered to engage Lawrence Bruner as Entomologist to the station for the quarter from April 1st. to June 30th. 1888, at the rate of $1500.00 salary per annum.
Commencement day changed.
Regent Mallalieu moved that the Chancellor be authorized to change Commencement day from Wednesday to Thursday of the same week in order to secure the attendance of the Governor.
The motion prevailed.

Chancellor to secure Dr. Fred . I . Tomkins, London for University address,$100.(sic)
On motion it was ordered that the Chancellor be authorized to secure Dr. Frederick I Tomkins of London England, to deliver the University address and to guarantee his expenses not to exceed $100. which sum or so much thereof as may be necessary is appropriated.

Petition for right of way through experimental farm,ref'd to Ex.Comt.(sic) (Board)
Regent Mallalieu offered the following:
That the matter of the petition of citizens of Lincoln for a right of way for an avenue from the s.w. corner of the east half of the Industrial farm to the n.e. corner be referred to the executive committee of the Board with instructions to report upon the powers of the Board in the matter at the June meeting.
The motion of Regent Mallalieu to adopt prevailed.
Regent Burnham was excused from the meeting at this time.
Chancellor to act in securing a candidate for Philosophy, and report.
On mot ion(sic) of Regent Mallalieu the following was adopted:
That the Chancellor of the University be authorized to correspond in reference to a suitable candidate for the chair of philosophy and kindred subjects and to make recommendations to the Board in reference to this position,at(sic) a subsequent meeting of the Board.
The Secretary read a communication from Dean Bessey of the Industrial College,relating(sic) to the condition of the manual labor fund,which(sic) was received and referred to the finance committee.
The Secretary and Steward called attention to the condition of the fund appropriated for the department of Chemistry & Physics,and(sic) the charge made against the same of $375.00 for fitting up rooms for physics in the main building: the matter was referred to the finance committee.
Chancellors expenses in re philosophy.
On motion of Regent Mallalieu it was ordered that in case the Chancellor finds it necessary to visit the east in securing a candidate for the chair of philosophy,that(sic) his travelling expenses be paid.
$4oo borrowed from station building fund,to erect temporary breeding house.
The committee on course of study reported as follows:
Resolved,that(sic) $4oo.oo(sic) or such part thereof as may be needed, be borrowed from the $3.ooo.appropriated(sic) for the building on the farm,and(sic) used under the directions of the executive committee of the experiment station,for(sic) the erection of a suitable temporary building in which to keep the animals now in the basement of the University.
On motion the report of the committee was received and adopted. (signed by Mallalieu & Davis.)

$3oo. for manual labor for the yr.
The finance committee re ported(sic) as follows:
Your committee have(sic) had in consideration the report of the Dean of the Industrial College and would recommend the appropriation of $3oo.(sic) of the manual labor fund to meet the demands for payment of student labor during the remainder of this college year.
$5oo Chancellors(sic) expenses for yr.
Your committee would also recommend the appropriation of $5oo.(sic)for chancellors(sic) expenses during the current year from April 1st.,and(sic) the Secretary is instructed to draw a certificate for the same.

On motion the report of the committee was received and adopted.
Relating to Mrs. Lloyd.
President Gere called attention to the desirability of considering the recommendation of the Faculty for the appointment of Mrs.Lloyd(sic) as Associate professor of Analytical Chemistry.
Chancellor Manatt urged objections to the proceedings.
Regent Roberts moved that the recommendation of the Faculty relating to Mrs.Lloyd(sic) be referred back to the Faculty for further action,to(sic) pass through the proper channels and to be reported at the next meeting,which(sic) motion was agreed to.
(Note. ) The motion of Regent Roberts was omitted from the record originally,under(sic) the impression that the motion of Regent Mallalieu immediately following was intended to supercede all other action without the formality of reconsideration.
On May 11th. 1888 I supplied the motion to the record on the request of Regent Roberts,and(sic) certified the same to the Faculty.

Recommendations of Faculty referred back.
On motion of Regent Mallalieu it was ordered that all of the recommendations of the Faculty for the [appointment--hand written] of professors and instructors be deferred until the annual meeting.
