Lincoln, Nebraska December 13th .(sic)1887 .(sic)
The Board of Regents of the University of Nebraska met in regular session at 2 O'clock p.m. (sic), at the Chancellors office ,(sic)pursuant to the provisions of the By-Laws.
Present,(sic)Regents Leavitt Burnham,(sic)C.H. Gere ,(sic)M. J. Hull and J. T(sic).Mallalieu.
Absent Regents J.M.Hiatt and E. P .Holmes.
The minutes of the last preceeding meeting were read and approved.
Chancellor Manatt submitted a verbal report referring to degrees witheld in June last(sic)(diplomas to Messrs(sic).Bigelow and Cathan) , leave of absence to himself(sic);discontinuance of the Medical College, attendance; work of the fall term,(sic)new instructors, discipline (Chapel Orations);(sic)Zoological laboratory, the relation of Mr(sic)Menzendorf to the musical department.
The Secretary read a communication from Miss Moore relating to an appropriation for the Art school, which on motion was referred to the Faculty.
Communication from Billings referred back
The Secretary read a communication (for informatio[n] from Dr.F.S.Billings:
On motion of Regent Mallalieu it was ordered that the communication of Dr.Billings(sic) be referred back to him, for the purpose of expunging certain matter therefrom,(sic)and that the same be then presented to the Board ,(sic)in the proper manner through the proper Faculty.
The Secretary read a resolution offered by Regent Mallalieu relating to the standing, examination &c. of the Senior classes ,(sic)by the Faculty, which was referred to the committee in charge of the revision of the By-laws.
The Secretary read a report from the Superintendent of the farm. Also Secretary's financial report, Stewards financial report and Stewards regular report(sic),all of which with vouchers were referred to the finance committee.
On motion of Regent Mallalieu the Board then took a recess until 9 O'clock a.m. tomorrow.

Financial reports of Secretary , Steward,Lieut. Dudley,and(sic) Supt. Wing, examined and approved.

The finance committee reported as follows: That they have examined the financial reports of the Secretary, and find the same correct: also that they have examined the financial reports of the Steward of monies received and expended by him, and find the same correct: also the financial report of Lieut. Dudley as rendered to the Steward, of expenditures for the military department, and find the same correct: also, the financial report of Supt. Wing, and find the same correct.

On motion the report of the committee was received and adopted.
Communication relating to instruction in Philosophy laid over for future action &c.
The Secretary read a communication from professor Mc.Millan respecting instruction in Philosophy.
Regent Burnham moved that the communication presented lie over, and that the Secretary advise professor Mc.Millan that future action will be taken in reference to the same,no(sic) funds being apparently available at the present time. Carried.
The Secretary read a communication from the Faculty relating to an appropriation for the Art school which was referred to the finance committee.
Reports and proceedings of committees on new buildings approved and contracts ratified.
The Secretary read reports of committees in charge of the construction of the Industrial College and Armory buildings:
On motion of Regent Mallalieu it was ordered that the reports of the committees be received and approved(sic),and that the acts of the committees as reported and their contracts with builders be ratified and confirmed in all particulars.
Dean Besseys report referred.
Dean Bessey of the Industrial College read his report calling the attention of the Board to the following matters:
1. Increase of manual labor fund. 2(sic).Expenses for attendance on farmers institutes. 3. Assistance for departments of Botany(sic),Geology and Zoology. 4. Compensation to lecturer on forrestry(sic). 5.(sic) The (Hatch)Agricultural Experiment Station.
The report was referred to the committee on course of study.
Dean Bessey also presented a modified communication from Dr. F.S.Billings,(sic)which was received and referred to committee on course of study.
Relating to Lieut. Dudley as candidate for Judge Advocate
Regent Mallalieu offered the following resolution: Whereas,the(sic) indications seem to point to the early retirement of a Judge Advocate of the United States Army, and whereas, the friends of Lieutenant Edgar S.Dudley,Military(sic) Instructor in the University of Nebraska,are (sic) taking steps to secure him the appointment in the event of a vacancy,therefore(sic),
Be it resolved, that the Board of Regents of the University, recognizing Lieutenant Dudley as a gentleman qualified by military education, legal

attainment(sic), prior experience in this department of the Army, his admirable social qualities, and reposing entire confidence in his honesty, integrity and keen sense of justice, do hereby petition our members of Congress to do all in their power to secure him said appointment.
Resolved, that the Secretary of the Board forward a copy of the foregoing preamble and resolution to each member of Congress from Nebraska signed by the President, Secretary and Chancellor of the University.
On motion of Regent Mallalieu the resolution prevailed.
Building committees continued as construction com- with full power.
Acts of Sec. & Stew'd approved.
The finance committee reported as follows:
The finance committee to whom was referred the Stewards report have examined the same and recommend:
That the committees having in charge the Grant Memorial and Industrial college buildings, be continued, with authority to direct the construction and furnishing of said buildings.
That the action of the Steward in the matter of covering the steam pipes be and is hereby approved.
That the action of the Secretary in the matter of the Hatch bill and military detail be and is hereby approved.
That the action of the Steward in charging all expenses incurred on account of fitting up Veterinary experiment station to the fund of $5ooo.appropriated(sic) at the April meeting for that purpose,be(sic) and is hereby approved.

On motion the report of the committee was received and adopted.
Special committee odors.
Regent Holmes moved that a committee of three be appointed to investigate and suggest remedies for the alleged offensive odors arising from the breeding rooms in the basement of the main building, to report at the preseent meeting.
Holmes,Hull(sic) and Burnham.
The motion prevailed,and(sic) the chairman appointed Regents Holmes,Hull(sic) and Burnham as such committee.
Petitions.
The Chancellor presented a number of petitions relating to the establishment of a chair of education in the University,which(sic) were referred to the committee on course of study.
The Chancellor also presented a number of petitions from the W.C.T.U. relating to the use of tobacco by students,which(sic) were referred to the University and Library committee.
On motion the Board then took a recess until three o'clock p.m.

After recess.
Lincoln, Neb. December 14th. 1887.
The Board of Regents met at 3 o'clock p.m. pursuant to the adjournment of this morning.
Present , Regents(sic) Burnham,Gere ,(sic)Holmes,Hull(sic) and Mallalieu. Absent,Regent(sic) Hiatt.
The minutes of the preceeding meeting were read and approved.
The Secretary read a communication from the Faculty relating to a uniform time service: Dr.D.B.Brace(sic) addressed the Board upon the subject, and the same was referred to the finance committee.
Dr .Brace(sic) also addressed the Board by permission touching the matter of placing an order for apparatus for the Physical laboratories,which(sic) was referred to the committee on course of study.
The finance committee reported the following recommendations:
Relating to contract & bond of Supt.Const'r (sic)new buildings.
The finance committee recommend that the arrangements between the Superintendent of construction of the new buildings, and the Steward, be approved, and that the bond furnished by the superintendent be referred to the president of the Board for approval, then to be filed in the office of the Secretary.
General repairs main building approved and bondsmen discharged.
The finance committee also recommend approval and acceptance of the work of repairs executed in and about the main building by the contractor Mr. Chas.E.Chowins,(sic)and also recommend that his bondsmen upon his contract be releived(sic) and discharged from further responsibility upon their said bond and that the Secretary of the Board be instructed to notify them of this action.
On motion the recommendations of the committee were received and adopted.
The f inance(sic) committee also reported the following:
In settlement with Chowins - repairs extra work &c. $969.56. $375.3o(sic) of same from app'r for dep't.chem & phys.(sic)
The finance committee have examined the account of C.E.Chowins(sic) for cepairs(sic) on main building &c., as submitted by the Steward and find it correct, we recommend therefore, for extra work done and materials furnished in said repairs, the allowance of nine hundred sixty nine and 56-100 dollars,three(sic) hundred and seventy five dollars and 3o(sic) cents of which to be paid out of the appropriation for the department of chemistry and physics.
On mot ion(sic) the recommendation of the committee was received and adopted.
The committee to which was referred the petitions of the W.C.T.U. reported as follows:

Relating to the petitions of the W.C.T.U. (tobacco)
Your committee to whom was referred the petitions of the ladies of the Womens Christian Temperance Union,praying(sic) the exercise of our authority prohibiting the use of tobacco among the students of the University,desire(sic) to submit the following report:
First: Upon careful examination we find that this great evil does not exist to any extent among the students of the University .(sic) That the rules and regulations of the University prohibit the use of tobacco around the grounds.
Second: That students seldom, if ever, use tobacco in a form that would come under the observation of those in authority, while in actual attendance at the University.
Third: That the use of tobacco by students, when not in actual attendance at the University, is a matter that does not come under the jurisdiction of this board.
We the refore(sic) recommend that further consideration of the (sic)petitions be indefinitely postponed. E.P.Holmes,J.T.Mallalieu(sic) Com't.
On motion the report of the committee was received and adopted.
Relating to purchase of appr. for phys.lab't (ref'd to Fac'lt)(sic)
The committee on course of study reported as follows: (on proposition to buy phys.apparatus.)(sic) The committee recommend that the matter be referred to the Faculty in pursuance of rules relating to appropriations,with(sic) request that report there on be made at the next meeting of the Board. J.T.Mallalieu.E.P.Holmes(sic) Com't.
On motion the report of the committee was received and adopted.
Relating to time service. Ref'd back to Faculty.
Regent Hull moved that the communication from the Faculty relating to a time service, be referred back to the Faculty to be considered and report ed(sic) in the same manner as other recommendations for expenditures. The mot(sic)ion prevailed.
Report of committee on revision of By-laws.
The special committee appointed to consider and report a revision of the By-Laws of the Board submitted and read their report section by section. The committee also reported back the resolution offered by Regent Mallalieu, referred to them,relating(sic) to the examinations and status of the Senior classes, with the recommendation that the resolution be adopted; the resolution is as follows:
Proceedings on.
Whereas, the custom of witholding the standing of the members of the Senior class until commencement day, is unwise on account of uncertainty, often times placing said members in an embarrassing position,therefore,(sic)
Mallalieu resolution relating to Senior class, to be inserted as amendment to By-Laws.
Be it resolved, that hereafter the examinations of the Senior class close two weeks previous to the beginning of commencement week, and that the standing of the members thereof and the recommendations of the Faculty in relation thereto,shall(sic) be filed with the Scretary of the Board of Regents within one week after the terminations of said examinations .(sic)
