Steward to contract for finish Chem.Lab & Armory Gymnasium and Bowling alley Gas, water and sewerage Fulmer employed on Station Staff at $1000.

To contract for inside finish of Chemical Laboratory and Armory as per plans herein (meaningStewards report).

To furnish gymnasium as far as funds will admit including bowling alley.

To arranged for the necessary gas, water and sewer connections as soon as practicable. C.H.Gere, L. Burnham, M.J. Hull Com't.

Regent Hull moved hat the report of the University & Library committee and the vote heretofore adopting the same be reconsidered relating to the employ of instructor, [and station workers] which motion prevailed.

The question recurring upon the adoption of the report in question, Regent Hull moved that portion which was stricken out rleating to Mr. Fulmer be reinstated, and that the report be amended so as to provide the employment of Elton Fulmer as assistant Chemist [to the Experiment Station] at a salary of $1000.00 per annum, payable from the Experiment Station funds.

The motion to amend prevailed and the report as amended was declared adopted by consent.

Lincoln, Nebraska June 14th, 1889.

The Board of Regents of the University met at the usual place at 9 o'clock a.m. pursuant to its adjournment on yesterday.

Present, Regents Davis, Burnham, Gere, Hull, Roberts, and Mallalieu.

The minutesa of the preceeding meeting were read and approved.

Regent Hull moved that that portion of the report of the finance committee, and the vote thereon on yesterday, relating to the salary of Mr. Wolfe, be reconsidered, which motion prevailed.

The question recurring upon that portion of the report of the committee referred to, Regent Hull moved to amend the same by placing the salary of Mr. Wolfe at $1250.00 per annum, which motion also prevailed.

On motion the report of the committee as now amended was declared adopted.

On motion of Regent Davis the following resignation was adopted; That Mrs. Lloyd be advanced top thetitle of professor of Analytical Chemistry, with no change of salary. That the title of associate professor Little be changed to that of professor of civil engineering with no advance in salary. That adjunct professor hunt be advanced to the title of associate professor of Rhetoric and Oratory at the same salary as at present.

On motion the following resolution was adopted: Wheras Dr. Frank S. Billings investigator of the diseases of domestic animals, of the Experiment Station, has resigned his position to leave for another scene of labor, Resolved, that the Board of Regents hereby express their apprectiation of the efficient wok performed by him during his three years service at the station, and of the indomitable energy and persistent energy with which he has pursued his investigations.

The committee on course of study reported as follows:

The committee on course of study recommended that professor Hicks be re-elected Dean of the Industrial College for the ensuing year, and that he also be appointed Director of the experiment Station for one year.

justifiable, such certificate, and the matter virtue ally stands therefore as if no certificate had been sent in.

The reasons as stated by the professor of military science, for such withdrawl, are, lack of capacity and fitness of said Flectcher for the commission indicvated; and it does not seem to your committee proper for the Board to dictate to the head of a department, what his conclusions upon a question of judgemnet and discretion concerning results in his department, should be.

Your committee are of the opinion that the Governor of the State, under the circumstances could not do otherwise that withhold the issuance of said commission, and there has been no evidence produced to your committee, though it was understood that the same was promised by Mr. Fletcher, showing unreasonable or improper conclusions by the professor of military science in this case.

Your committee recommend that the matter be allowed to rest where it is at present.

On motion the report of the committee was recieved and adopted.

The finance committee reported as follows: Your committee would recommend the appropriation of $300. out of surplus funds of last year, to pay for the publication of a number of University Studies, which was being prepared prior to April 1. 1889.

M. J. hull, Geo. Roberts, Com't. On motion the report of the committee was recieved and adopted.

The finance committee offered the following recommendation: That the steward be instructed to draw from the State treasury the balance of legislative appropriations of 1887, and pay the same first to indebtedness incurred during the years of 1887-8 as follows: Chancellors expenses, Jan.; to Apr. '89, $125., apparatus and supplies for department of Physics $500., and that whatever other surplus may be found available be applied to like expenses in other departments incurred prior to March 31st, 1889. On motion the report of the committee was recieved and adopted.

The University and Library committee reported as follows; Above committee to whom was referred the report of the Library committee (Faculty) of April 10th. last and communication of O. A. Corbin, recommended,

1. That the finance committee appropriate from repair fund the cost of removing library and increasing shelving $150.00, 2. That same committee from furniture fund appropriate for 30 small tables $150.00 3. That said committee from Library fund appropriate for binding books and periodicals, $300.

After personal conference with members of said Library committee and examination of libray as at present arranged, your commitee recommend that the matter of devising some plan of catalougeing, rearranaging and readjusting the whole library system be referred back o said liobrary committee of the Faculty to consider and report at the next meeting of the board, said committee express themselves willing to undertake this task if requested.

Also, your committee report consideration of the verbal complaint and statement of W. N. Flecther, to the Board, that the comission as Captain in the Cadets, to which he deems himself entitled, was not issued:

The committee on course of study reported as follows: Your committee to whom was refered the report of the acting Chancellor of April 9th. last, have considered the same and report,

1. H. B. Caldwell, Recommend advancement to associate professor, at present salary, condition of funds not permitting advance.

2. E. W. Hunt, Recommended re-election to present position, at same salary as at present.

3. T. M. Hodgman, Recommended re-election to present position and salary.

4. Jos. A. Fontaine, Recommend re-election to present place and salary.

5. Bohimel Shimek, Re-election recommended.

6. Amos G. Werner, Disposed of by report and recommendations of the committee on yesterday.

Harry K. Wolfe, Recommended for re-election. at present salary.

8. Sarah W. Morre, Re-election recommended at same compensation.

9. Ermina D. Cochran, Re-election recommended at salary of $600.

Vernon J. Emery, Re-election recommended at $1000. salary.

Roscoe Pound, Recommended that at close of his years work, the acting Chancellor be instructed to fill this position, inasmuch as Mr. Pound does not wish to continue longer,- salary $60. per annum.

Ellen Smith, Re-election recommended, salary $1200.

Clerk for Chancellors office, Recommended that the acting Chancellor be authorized to engae a clerk for his office at a salry of $960.00 per annum.

The minutes of the last preceeding meeting were read and approved.

The finance committee reported as follows: Your committee having considered the special report of the Secretary recommend.

1. That the plans and estimates for the improvement and extension of time and bell service be approved, that the Steward be instructed to procure the necessary material and have the work done as speedily as practicable, thenecessary funds being hereby appropriated to defray the expenses of the same.

2. That the matter of sidewalks, grading, equipment of building, gas and water supply and sewerage, be referred to the executive committee with power to act.

3. That one hundred and fifty dollars, or so much thereof as shall be found necessary, is hereby appropriated to defray the expenses of commencement exercises 1889- incidental fund.

M. J. Hull, George Roberts, Leavitt Burnham. On motion the report of the committee was recieved and adopted.

A communication was recieved from Dr. Brace and referred to the committee on course of study.

The finance committee reported as follows: Your committe have examined the financial report of teh Secretary, also that of the Steward of the University, and find it correct, and recommend the approval of the same.

that permanent and competent clerical help be employed in the Chancellors office to relieve of many items of service now performed by professor Bessey and such aid by additional compensation or otherwise as will serve to lighten the burdens of his special department, be also granted. It is believed by your committee taht such detailed aragements by the Executive committee may be made in the above direction, as will enable him to serve the University for another year, or till a regular Chancellor be elected, with less annoyance than during the year past.

7. Petition of the Band to continue organization use instruments, uniforms, Room et. al. during vacation. Your committee recommend granting of this request the same to be under direction of the steward and president of the Board, as to proper care, protection, et. al.

A communication was presented by Mr. W. N. Fletcher relating to the legallity of witholding from him by the Governor of the State, a commission as an officer of the Cadet Battalion, which was referred to the University and Library committee.

The committee on course of study reported as follows: The committee on course of study to whom was referred that part of the Director's report (Ag'r Ex. Stat'n) pertaining to the department of animal diseases, recommend that professor Bessey be authorized to look for a suitable person to fill the position of investigator of animal diseas, for a term of two years and to present the name of such person to the Board at the December meeting for consideration. In the matter of filling chair of Horticulture your committee recommends that owing to lack of funds no action be taken in relation thereto at this meeting.

ssociate Professor of Classical Philosophy and Principal of the Latin School. That such additional compensation accompany the advance as the finance committee are able to provide with funds at disposal.

3. Prof. Caldwells work on history of education in Nebraska: Your committe consider this work and service a desirable one, and recommend that the finance committee, if possible, appropriate the sum of $125.00 towards expsense of carrying out the same.

4. Communication from professor Fontaine asking advance to associate professorship, and division of department of Modern Languages; This communicationfrom an instructor in said department comes without the endorsement of the head of that dpartment. Such endorsement and reccomendation the head of that department declines to give stating generally as reason therefor that it appears to him not in the interest of the department so to do. It seems to your committee under these circumstances inconsistent to furhter consider said communciation from professor Fontaine and they therefore recommend no action thereon.

5. The constitution of the Academic and Industrial Faculties, with reference to chairs embraced therein: Your committee understand the question of the respective Faculties to be, under recent arrangement or division,- what particular chairs are to be embraced in each. This seems to your committee more a matter of form or convenience as to conference that of substance, and accordinglyrecommend that the acting Chancellor and Faculty consider and recommend such division or assignment of chairs as will best accomplish the object in view.

6. Chancellor or acting Chancellor of current year. From the condition of funds as created by action of the last Legislature, it seems to your committee wholly out of the question to contemplate the selection and appointment of such a person for Chancellor as the situation demands: the question is therefore as to an acting Chancellor for another year. In the opinion of your committee no one who is available, is so well qualified and fitted for said place as the present incumbent professor Bessey, and while aware that the duties of the position add to his already numerous burdens, recommend that he be reelected to that office and urged to continue therein. The Director of the Agricultural Experiment Station, professor Bessey, read and submitted his report which was recieved and referred by its several topics in part to the finance committee and in part to the committee on course of study.

the Secretary and Steward read and submitted his reports which were recieved and referred to the finance committee.

The Secretary read communicattions from the Faculty relating to appropriations for fitting up new rooms for the Library, and relating to a room for the use of the Delian Literary Society, which were recieved and reffered respectively to the finance and Executive committees.

On motion of Regent Davis the Board then took a recess until tomorrow at 2 o'clock.

the board of nRegents met at two o'clock p.m. pursuant to its adjournment on yesterday.

The Secretary read a ommunication from Hon. O. A. Corbin recommending a candidate for assistant in the Library, which was recieved and referred to the University and Library committee.

The University and Library committee submitted the following report;

Mr. President. Your committee to whom was reffered the following items in the acting Chancellor's report, have considered the same and report,

1. Status and position of Dr. Warner: Dr. Warners communication of June 8, sets forth clearly the conditiond under which he can remain, the only practical solution of this matter seems to your committee to be found in accepting no. 2 of his proposition, to wit: advancing him to the position of associate professor at $1500. per year, if the finance committee can provide the necessary funds. This your committee recommends.

2. Promotion of Principal Bennett: Your committee recommend that he be advanced to an associate professorship, and that his title be "as-

The Board of Regents of the University of Nebraska met in annual session at 2 o'clock p.m. at the office of the Chancellor and Steward, pursuant to the provisions of the By-Laws.

On motion of Regent Burnham it was ordered that the recommendations of the respective Faculties for degres be recieved and filed and approved, and that the several degrees as above mentioned be the same are hereby conferred upon the several candidates recommended as above named, and that diplomas be prepared and awarded accordingly under the provisions of the By-Laws of the Board.
