justifiable, such certificate, and the matter virtue ally stands therefore as if no certificate had been sent in.
The reasons as stated by the professor of military science, for such withdrawl, are, lack of capacity and fitness of said Flectcher for the commission indicvated; and it does not seem to your committee proper for the Board to dictate to the head of a department, what his conclusions upon a question of judgemnet and discretion concerning results in his department, should be.
Your committee are of the opinion that the Governor of the State, under the circumstances could not do otherwise that withhold the issuance of said commission, and there has been no evidence produced to your committee, though it was understood that the same was promised by Mr. Fletcher, showing unreasonable or improper conclusions by the professor of military science in this case.
Your committee recommend that the matter be allowed to rest where it is at present.

The finance committee reported as follows: Your committee would recommend the appropriation of $300. out of surplus funds of last year, to pay for the publication of a number of University Studies, which was being prepared prior to April 1. 1889.

The finance committee offered the following recommendation:
That the steward be instructed to draw from the State treasury the balance of legislative appropriations of 1887, and pay the same first to indebtedness incurred during the years of 1887-8 as follows:
Chancellors expenses, Jan.; to Apr. '89, $125., apparatus and supplies for department of Physics $500., and that whatever other surplus may be found available be applied to like expenses in other departments incurred prior to March 31st, 1889.
