11 . ance as will best promote the purposes of this act; but nothing
12 . herein contained shall be construed to authorize said Commis-
13 . sioner to control or direct the work or management of any
14 . such station except as to the standard of valuation of commer-
15 . cial fertilizers. It shall be the duty of each of said stations,
16 . annually, on or before the first day of February, to make to
17 . the governor of the State or Territory in which it is located
18 . a full and detailed report of its operations, including a state-
19 . ment of receipts and expendituros, a copy of which report
20 . shall be sent to each of said stations, to the said Commissioner
21 . of Agriculture, and to the Secretary of the Treasury of the
22 . United States.
1 . SEC. 5. That in order to make the results of the work
2 . of said stations immediately useful, they shall publish at least
3 . once in every three months bulletins or reports of progress, one
4 . copy of which shall be sent to each newspaper in the States
5 . or Territories in which they are respectively located, and to
6 . such individuals actually engaged in farming as may request
7 . the same, and as far as the means of the station will permit.
8 . Such bulletins or reports and the annual reports of said sta-
9 . tions shall be transmitted in the mails of the United States
10 . free of charge for postage, under such regulations as the Post-
11 . master-General may from time to time prescribe.
1 . SEC. 6. That for the purpose of paying the salaries and
2 . wages of the director and other employees of said stations,
