Enclosed with this is a memorial the object of which is
selfevident. It was prepared by a member of the Committee named
and is submitted to you with the hope of obtaining your approval
and an expression of your willingness to have your name placed
upon a printed copy to be laid before the proper authorities.

Should you have any suggestions to add or further criticisms
to make please communicate them to Prof. C. V. Riley at the
earliest date possible as the matter is pressing.
