Were I of the other sex
this, considering the date, might be
a Valentine's – but far from anything
of the sort – it is to be a very
prosy matter-of-fact letter.
Of course I write without knowing
your views, preferences or prejudices
in the matter, but with the general
impression that you are in favor
of whatever will be an improvement,
that the Department of Agriculture
needs improvement, you do not
need to be told. Our Mr. Judd was
in Washington recently, and [Baird?]
and the [East?] got after him, and
quite convinced him that he should
be a candidate for [?] of Agriculture.

he has a strong backing from the
