Special Meeting October 4, 1958

Martha H. Stephens, Assistant County Home Extension Agent, at $3900 per year effective October 1, 1958.

College of Arts and Sciences Philip Neal Haese, part-time Instructor, School of Nursing, at $350 for first semester, 1958-59; to teach Sociology in Omaha in place of Ruth Hoffman.

Extension Division Gordon Gerst, TV Instructor in Chemistry, at $2000 for the period September 15, 1958 to May 31, 1959; on half-time basis; account 4310-W.

Graduate College Raymond Leo Suggs, Assistant in Field Work Instruction, School of Social Work, without salary, for the period September 1, 1958 to May 31, 1959.

Elizabeth Jean Wilson, Assistant in Field Work Instruction, School of Social Work, without salary, for the period September 1, 1958 to May 31, 1959.

Teachers College Evelyn E. Caha, part-time Instructor in Elementary Education, at $1800 for the period September 1958 to June, 1959; in place of Ann Horner.

Lucile M. Hurlbutt, part-time Instructor in History and Principles of Education, at $1800 for the period September 1, 1958 to June 1, 1959.

Robert Benjamin Hughes, part-time Instructor in School Administration at $1800 for the period September 1, 1958 to June 1, 1959; in place of R. J. Stalcup.

Adjustments in Work and Salary Approved

It was moved by Regent Elliott, seconded by Regent Greenberg, motion put to vote and carried, that the following adjustments in work and salary be approved as recommended by the Chancellor's Office.

ADJUSTMENTS IN WORK AND SALARY (Funds available) Interim appointments from Chancellor's Office

College of Engineering and Architecture Nicolas Mitchell Bashara, from Instructor to Assistant Professor of Electrical Engineering, effective September 1, 1958.

Graduate College Mrs. Cecilia Kennedy, reappointment as Assistant in Field Work Instruction, School of Social Work, without salary, effective September 1, 1958 to June 30, 1959.

College of Medicine Leila Epstein, Acting Chief Psychiatric Nurse, Department of Neurology and Psychiatry, from $2550 to $2700 per year effective July 1, 1958; additional $2700 from Board of Control.

Robert A. Stratbucker, from Instructor to half-time Instructor in Physiology and Pharmacology, from $3000 to $1500 per year effective September 1, 1958.

Chancellor's Office Marvel L. Baker, additional duties as Director of University Self-Survey from October 1, 1958, without salary.

Retirement Approved

It was moved by Regent Elliott, seconded by Regent Greenberg, motion put to vote and carried, that the following retirement be approved as recommended by the Chancellor's Office.

Special Meeting October 4, 1958

RETIREMENT

William C. Hansen, Custodian, at $147.72 per year, single annuity, effective October 1, 1958.

Cora Schnurr, Bookkeeper in Animal Husbandry, at $221.80 per year, single annuity, effective October 1, 1958.

From Mr. W. C. Harper, Director of University Services, comes recommendations that dormitory charges for room and board in University dormitories on both Lincoln campuses be increased from $570 to $600 per academic year, to become effective September, 1959. It was stated by Mr. Harper that additional costs of operation make it necessary to request adjustment in dormitory rates to insure adequate funds for satisfactory dormitory operations and sufficient funds to meet bond requirements.

It was moved by Regent Elliott, seconded by Regent Swanson, motion put to vote and carried, directing that dormitory rates for room and board in University-operated dormitories on both the city campus and the College of Agriculture Campus, excepting only Love Memorial Cooperative Hall on the College of Agriculture Campus, be assessed at the rate of $600.00 per academic year effective September, 1959.

From the Superintendent of the Nebraska School of Agriculture, Mr. H. K. Douthit, comes a request that the dormitory rates for room and board at Curtis be increased from $540 to $750 per academic year and that these rates be effective September, 1959.

It was moved by Regent Swanson, seconded by Regent Greenberg, motion put to vote and carried, directing that dormitory rates for room and board at the Nebraska School of Agriculture at Curtis be at the rate of $570.00 per academic year effective September, 1959.

Bids for additional transformer at Power Plant

From the Business Manager, Mr. Carl A. Donaldson, comes information that additional transformer capacity will be required at the city campus power plant to provide for additional electric load required to service the College of Agriculture Campus and the city campus. The additional load will be purchased from Consumers Public Power District. The Purchasing Office submits the following itemization of bids received for the required transformers and recommends acceptance of the low bids:

Three 833 kva Transformers from Esco Manufacturing Company Company in the amount of $10,635.00

Transformer Cooling Equipment from Penns. Transformer Division, McGraw-Edison in the amount of $691.00

Accept picture from Harry R. Follmer

It was moved by Regent Foote, seconded by Regent Greenberg, that the handsomely framed photostatic reproduction of the panel picture entitled "Heritage of Freedom" as presented by Mr. Harry R. Follmer of the Native Sons and Daughters of Nebraska be accepted and the secretary of the Board be directed to write a letter of appreciation to the author Harry R. Follmer of Oak, Nebraska, thanking Mr. Follmer in behalf of the Board of Regents. Motion put to vote and carried.

From the Dean of The College of Medicine, Dr. J. P. Tollman, comes a proposed Resolution wherein the staff of the University of Nebraska College of Medicine will provide general medical and surgical service to Douglas County Hospital, supplementing the teaching facilities at the College of Medicine Hospital.

It was moved by Regent Welsh, seconded by Regent Foote, motion put to vote and carried, directing the following Resolution be approved:

RESOLUTION

WHEREAS, heretofore the University of Nebraska College of Medicine has been furnishing emergency medical service six months out of each year for the treatment and care of emergency cases at Douglas County Hospital in Omaha, and

WHEREAS, a new arrangement has been developed and has been operating on an experimental basis since July 1, 1958, whereby the University of Nebraska College of Medicine and Creighton University College of Medicine provide general medical and surgical service at said Douglas County Hospital, the details of said plan being administered by a Deans' Committee consisting of the Dean of each of said schools and certain assistants, and

WHEREAS, such plan provides additional facilities for medical education and training and also provides for the payment of $8,500.00 per year to the University of Nebraska College of Medicine to pay the cost of internes and residents, and

WHEREAS, this Board has before it a copy of a resolution adopted by the Board of County Commissioners of Douglas County in which the general features of such plan are set forth, and it appears to this Board that such new arrangement will be beneficial to the University of Nebraska College of Medicine,

NOW THEREFORE, BE IT RESOLVED that The Board of Regents of the University of Nebraska does hereby approve in principle the plan whereby the University of Nebraska College of Medicine will provide general medical and surgical service at Douglas County Hospital, and the Board does hereby authorize the Dean of the College of Medicine to enter into such arrangements and agreements on behalf of the University as may be necessary to continue such plan in effect.

There being no further business the Board adjourned.

Special Meeting October 11, 1958

The Board of Regents of the University of Nebraska met on this day for a special meeting at 10:00 o'clock a. m. at the Administration Building, City Campus at Lincoln.

Regents present: C. Y. Thompson, President B. N. Greenberg Frank O. Foote C. E. Swanson J. G. Elliott

Regents absent: J. L. Welsh

University officials present: Messrs. Clifford M. Hardin, Chancellor A. C.Breckenridge, Dean of Faculties Joseph Soshnik, Comptroller John K. Selleck, Corporation Secretary Carl A. Donaldson, Business Manager

Minutes Approved

The minutes of the proceedings of the Board at their meeting held October 4, 1958, were approved, copy of the same having been transmitted to the several members of the Board under its order of October 1, 1926.

From the Chancellor's office come reports of resignations, new appointments, leaves of absence, adjustment in work and salary. Money being available for those purposes from former apportionment by the Board, the following actions are taken.

Consider resignation of Mrs. H. Carolyn Whitesel

In considering resignations of University personnel submitted for attention of the Board of Regents and in view of the special attention to be given to the resignation of Mrs. H. Carolyn Whitesel, Extension Assistant in Home Economics and County Home Extension Agent in Kearney County, it was moved by Regent Foote, seconded by Regent Greenberg, motion put to vote and carried, directing that all resignations on the agenda be held for attention later in the meeting.

Leaves of Absence Approved

It was moved by Regent Elliott, seconded by Regent Swanson, motion put to vote and carried, that the following leaves of absence be approved as recommended by the Chancellor's office.

LEAVES OF ABSENCE

Colin J. Birtles, Assistant Professor of Architecture, leave of absence without pay for the academic year 1958-59.

Morris L Hemstrom, County Agricultural Extension Agent at Large, leave of absence without pay for the period October 1, 1958 to January 31, 1959, to complete masters degree.

Herbert Jehle, Professor of Physics, leave of absence without pay for the second semester 1958-59; to conduct some specialized research work in Washington, D. C. in association with the Physics Department of George Washington University.

It was moved by Regent Greenberg, seconded by Regent Foote, motion put to vote and carried, that the following new appointments be approved as recommended by the Chancellor's office.
