Dec 17 1884 On motion the board then adjourned until tomorrow morning at 9 o'clock. Lincoln, Neb'r Dec, 17th 1884. The board of regents met at 9 a.m. pursuant to the order mde at yesterday adjournment. Present: Regents, C. H. Gere, L. Burnham, J. M. Hiatt, M. J. Hull, E. P. Holmes and J. T. Mallalieu a full board. The minutes of the last proceeding meeting were read and approved.
Com. on C. of S. on Communication of Col.Med.Ass'n
The committee on course of study reported as follows: Your committee to whom was referred communication from the Nebraska Eclictic Medical Association, suggesting that E. C. Guild be appointed to fill the chair of [dr?] and diseases of women and children, in place of Ira Van Camp resigned, recommend that such appointment be made. J. T. Mallalieu Chairman.

Com. on C. of S. on Comm'n Med. Faculty Relating to Attendance of Drs. Livingstone and Mencer.
The same committe reported as follow: Your committee to whom was referred the resolution from the medical faculty in regard to the non-attendance of doctors Livingstone and Mencer upon lectures: report that they find on invetigation that Dr. Livingstone has given practically no attention - having given out five lectures out of forty - to the duties of his chair, out that Dr. Mencer has practically fulfilled the duties dependant upon him: your committee therefor recommend that the secretary be instructed to communicate with Dr. Livingstone, and urge and request, that he fully and completely fulfill the duties [dr?] upon him. That in case of failure to indicate his intention to fulfill these duties, the president of the board, with the chancellor, in conjuction with the dean of the medical faculty be and they are hereby authorized and empowered to provide necessary instructors for chair now assigned to Dr. Livingstone, for the remainder of the college year. On the motion the report of the committee was received and adopted.

Adopting of Substitute.
Regent Hiatt moved as a substitute for the report of the committee, that the Eclectic Medical Faculty be authorized to employ Dr. E. C. Guild as lecturer on [dr?] &c. for the remainder of the present session of the medical school, which motion prevailed.
Secretary Report Approved.
The finance committee reported as follows upon the report of the secretary: The committee having compared the within report with vouchers, find it correct. J. M. Hiatt ) M. J Hull ) Com. On motion the report of the committee has received and adopted.

We futher recommend that $75.00 be appropiated to procure the prizes recommended by Lieut. Dudley. J. H. Hiatt ) M. J. Hull ) com. On motion the report of the committee was received and adopted.
Reports of Chanc. Dean Bressey and Mitchell.
The chancellor then presented and read his [dr?] report, accompanied by the reports of Dean Bessey of the Industrial College, and Dean Mitchell of the Medical College. The report of Dean Bessey, was by the president, without objection, referred to the committee on course of study. On motion the board then adjourned until 2 o'clock p.m. After recess Lincoln, Neb. Dec. 17th. 1884 The board of regents met at 2 o'clock p.m. with the same members present as at the time of the morning session. The minutes of the last proceeding meetting were read and approved. Supt. E. P. Savage of the college farm submitted a report of monies expended for the farm, with vouchers, and estimates of expenses and liabilities, all of which were received and referred to the finance committee. Prof. G. E. Howard of the department of history, submitted a report of books purchased for his department, with vouchers, which was also received and referred to the finance committee. A communication from Prof. Hicks was read by the secretary, asking for an appropriation of $40 for the use of his department, and same referred to the finance committee.
Com'n of Med.Fac & Drs. Lowrey & Mencer, Referred Back
The committee on course of study to whom was referred the resolution of the medical faculty relating to the compensation of its members, and the communications of Dr.s Mencer & Lowrey in relation to instruction in clinical surgery, were reported the same back to the board without recommendation. On motion the report eas received and the communications ordered filed. A report was received from Prof. Nichloson of the chemical department , and ordered filed.

$15. to Procure Metal Case for Files &c. by Sec.
Regent Hiatt offered the following: Resolved: That the secretary be instructed to procure a metal case or box, for the preservation of the files and papers of the board, at an expense not seceeding fifteen dollars and issue a certificate therefor and to provide vault room for the safe storage of such documents. On motion the resolution was adopted.
$10. Appropiated to Pay Add. Exp. of Calesthenic Room
Also the following by Regent Hiatt: That the sum of $10.00 be appropiated to pay the additional expense of fitting up room for calesthenics, and the recretary is authorized to issue certificate therefor. On motion this resolution was also adopted.
B. H. Culven Retained for the Year
Regent Mallalieu moved that the services of instructor B. H. Culven be continued until the close of the present academic year, at the same salary as heretofore, which motion prevailed.
Military Dept. Art. 2. of Reg'l Adopted June 13, 84, Re-considered (see pg. 10)
A communication was received from the faculty, and read by the secretary, relating to the military drill, course of study &c, and the same was received and ordered filed.

Regent Burnham moved that the vote by which the 2nd. article of the regualtions for the military department, was adopted by this board, June 13th. 1884 (see page 10 this record) be re-considered: which motion prevailed.

The question now recurrinf on the adoption og the regulation, Regent Hiatt moved that the 1st., 2nd., and 3rd. items mentioned in the communication of the faculty, just received and relating hereto, be adopted in lieu of and substiteted for the action of the board of June 13/84, adopting said art. 2nd., and which recommendations read as follows:
Attandance & Discipline &c.
1st. That the military department should be upon the same basis as regards attendace, discipline &c., as the other departments of the university.
6 Consec'y Terms of Drill
2nd. That the six terms of drill now required of students be mad consecutive.
Arrangemnet of Drill
3rd. That the drills be arranged as follows: Three times per week during the fall and spring terms. Twice a week during the winter term. Which motion prevailed and it is so ordered.

$145.82 to pay Chem. Bill After 1st. 1885
The finance committee reported as follows: The finance committee have examined the bills of Elems and Amend for chemicals, amounting to $145.83, and recommend that the same be paid out of April [dr?] J. M. Hiatt ) M. J. Hull ) com. On motion the report of the committee was received and adopted.
$48.00 to A. D. Gregg for Case.
The same committee also reported that they had examined and approved the bill of A. D. Gregg, amounting to $48.oo for case for Prof. Bessey's room, and recommend payment for the same, which report was also received and adopted.
A. H. Edgren Elect Prof.Mod.Lang. $2,000. Salary
A final report from Prof. [dr?] in relation to the college farm, with vouchers was received and ordered filed and referred to the finance committee. Regent Burnhamn moved, that Dr. August H. Edgren of the University of Lund, Sweden be elected to the chair of modern languages in this university, at a salary of $2,000.00 per annum, services and salary to begin april 1st. 1885. Which motion unanimoudly prevailed.
School Land Matter Ref'g to Ex. Com. with Power
A report was received from the librarian G. E. Howard, accompanied with vouchers, which was received and ordered referred to the finance committee. Regent Mallalieu moved, that the matter of the sale and leasing of school lands, referred to by the chancellor, be referred to the executive committee, with power to take such steps to remedy the existing evils, as may be deemed necessary by it. Which motion prevailed and it is so ordered.
Relating to C. E. Bennett, Act.Prin.Lat. School &c.
Regent Burnham moved, that the chancellor be authorized to appoint C. E. Bennett as acting principal of the latin school, if found desirable, for the beat team, with the same salary as he at present receives. Which motion prevailed.
$10 to Secretary for Money Paid &c.
Regent Mallalieu offered the following: Resolved: that J. Stuart Dales be [dr?] the sum of ten dollars, the same being amount paid out for cablegrams & telegraphing. Which motion also prevailed and it is so ordered.
