Bills allowed

The finance committe reported that they be examined. The following claims and found the same connect and that the secretary be authorized to issues certificates in payment University Print'g Co., Hom.Med.Cert. 2.00 I. J. Manatt, Expenses to Col. & Ohio 53.40 E. B. Andrews, Expenses Univ. Add. 115.00 I. Van Camp, Expenses Med.Lec 27.00 E. W. Claypole , Expenses to Lincoln 50.00

Bills Reported Back & c.

The finance committee reported the following claims back to the board without recommendation, and the following orders were made connecting the same, viz.

Disallowed.

Regent Mallalieu moved that the two bills of ED. A. Church & Co., for use of the Opera House for medical college commencement, per Drs. Paine and Mitchell, amounting to $45.00 and the bill for use of Temple Hall $12.00 and the bill of Oprera House Orchestra $20.00. All in connection with said medical college commencement, be not allowed, which motion prevailed.

Bills Referred to Dean Mitchell.

Also, that the bill of State Journal Co. per Dr. Paine, of $5.00, the bill of A. D. Guile for chairs, table &c., of $21.00, be not allowed by the board and that the same be referred to Dean Mitchell for examination and pay ment, which motion also prevailed.

Bills Laid Over.

Also, that the bills of Eclectic Medical Journal, the [dr?] student association and school work, formerly Literary Notes, be laid over until the next meeting of the boaard, which motion also prevailed. The claim of the University Orchestra for music furnished at commencement, was received and referred to the finance committee. Also a bill in favor of S. B. Hommann for expense incurred in changing rooms for conservatory of music, received and referred to the same committee.

U. & L. Com. on Request of Band for Room &c.

The university and library committee submitted the following: Your committee to whom was referred the application of members of the Cadet Band for a room on the upper floor for practice and for and appropriation for closets, chairs tables &c., respectfully report that they

Recommend the assignment of one of the said rooms, and appropriation of the sum of $50 to be applied in arranging, repairing and furnishing same, to be expended under the direction of the secretary of the board. On motion the above report of the committee was received and adopted.

The committee on course of study reported back for consideration by the full board, the following recommendations of the Chancellor, Viz:

Medical College Admiss'n, Work & Course &c. to be Invariable

1st. That the terms of admission, the amount of work and length of course, in the several sections of the medical college, be invariably the same. Regent Burnham moved the adoption of the recpmmendation, which motion prevailed.

Students Credentials to be Approved byy Faculty & Chancellor.

2nd. That no student be credited with any course or courses taken in other colleges until his credentials therefrom, which must have been presented within one month after matriculation, have been passed upon by the faculty and acepted by the chancellor. Regent Hull moved the adoption of above recommendation, which motion prevailed.

Materials How Provided &c. Demenstrator.

3rd. That the demenstrator shall provide all material for the study of practical anatomy, and shall personally direct and certify the work of all students in the branch, without discrimination. Regent Burnham moved the adoption of the above recommendation, which motion prevailed.

Requirements for Admission.

4th (To be in forced from and after september 1885.) Every candidate for admission to the college of medicine, must be eighteen years of age and must present to the chancellor satistfactory evidence of a good moral character. He must further sustain a satisfactory examination on the subjects required for a county superintendants cerificate of the second grade, with the addition of elementary chemistry, and by an examination on one or more of the required subjects or by an essay of not less than 300 words on a subject assigned at the time, he must show ability to write the english language correctly. Graduates or undergraduates of any other college of this university, or of any other reputable university or college, graduates of any high school or academy, with a course of study equal to that of the latin school of this university, and persons holding county superintendants certificates as above, may be admitted without

Further examination. Regent Mallalieu moved to strike out of the above the words and persons holding county superintendant's certificates as above, which motion prevailed Regent Mallalieu then moved to adopt the above recommendation as amended, which motion also prevailed.

Requirments for Graduation.

5th. No person shall be admitted to the degree of doctor of medicine, under the age of twenty one years, or without satisfactory proof of good moral character. The candidate must have completed a course of mediacl study, continuinf therough three lecture terms of not less than six months each and including study of pratical anatomy and practical chemistry: and must have passed satisfactory examination on all the studies of such course. But no person shall be admitted to examinationon any study who has not attended at least four fifths of the lectures and exercises thereon. Students from other medical colleges, may be admitted to advance standing on proof of compliance with the above, or substantially equal requirements, up to the point of entrance. Regent Mallalieu moved the adoption of the above recommendation, which motion prevailed.

Executive Session

By common consent the board the went into execitove session for the consideration of the following matters:

L. E. Hicks Elected Prof. Geology &c.

On motion it was ordered that the board now proceed to the election of a person to fill the chair of ceology and allied sciences, by ballot. A ballot being taken, the secretary acting as teller, resulted as follows: Prof. L. E. Hicks received four votes and having received the unanimous vote of all the members present, was according declared duly elected to the chair of geology and allied sciences, in this university.

C. H. Gere Elected president of BD.

On motion of Regent Hull the board then proceeded to the election of a president. A vote being taken by ballot, the secretary acting as teller, resulted as follows: Reegeny C. H. Gere received four votes, and having received the unanimous vote of all members accordingly declared duly elected as president of the board for the ensuing them of two years.

J. S. Dales Elected

On motion of Regent Hull, the board also proceeded to the election of a secretary. A ballot being taken, the secretary acting

Secretary

As teller, resulted as follows: J. S. Dales received four votesa and having received the unanimous vote of all the members present and majority of the whole board, was accordingly declared duly elected secretary of the board for the ensuing team of two years, at a salary of $500 per annum.

Secretarys Report Salary &c.

The finance committee reported that they had examined the report of the secretary with vouchers and found same correct: and also the following:

Seal to Be Recast.

Your committee to whom was referred secretary Dales' report, recommend that we be instructe to have seal of the university recast.

Areas Graded.

Also that we be instructed to have dirt hauled to fill up around the university insufficient qntity to protect the wall.

Type-writer.

We further recommed, that in lieu og n increse of salary, that the secretary of the oard be instructed and authorized to purchase a type writer for his use, nt to excee $100.00 in cost. On motion the report of the committee as bove was received and adopted and the secretary authorized to issue certificates for the respective amount accordingly.

Chair of Surgery Passed.

Regent Mallalieu moved that the matter of the appointment to fill the chair of surgery, be laid over until the next meeting of the board. Which motion prevailed. On motion the board then took recess until 2 o'clock p.m. After recess. Lincoln, Nebraska June 13th, 1884 The board of regents met at 2. p.m. with the same members present as at the morning session, pursuant to the order of their last adjournment. The minutes of the last preceeding session were read and approved.

Prof. Blount Declines

The chancellor stated that pursuant to instructions of the board, he an the president pro.tem. had telegraphed Prof. Blount and that he had just received reply unfavorable at present to his acceptnce of a professorhip.

SAVAGE FOR AMOUNT OVER PAID IN THE SUM OF $291.58, AND RECOMENND THAT THE SAME BE REFUNDED. ON MOTION THAT ABOVE REPORT OF THE COMMITTEE WAS RECEIVED AND ADOPTED AND THE SECRETARY AUTHORIZED TO ISSUE CERTIFICATE ACCORDINGLY.

UNIV. ORCHESTRA BILL REFERRED TO LIEUT. TOWNLEY. THE FINANCE COMMITTEE REPORTED BACK THE BILL OF THE UNIVERSITY ORCHESTRA OF $25.00 RECOMMENDING THAT THE CLAIM BE REJECTED. REGENT BURNHAM MOVED AS A SUBSTITUTE FOR THE REPORT OF THE COMMITTEE THAT THE BILL BE REFERRED TO LIEUT. TOWNLEY FOR EXAMINATION AND TO REPORT TO THIS BOARD, WHICH MOTION PREVAILED.

CONSERVATORY OF MUSIC-CHANCELLOR BY COMMON CONSENT THE MATTER OF SELECTING A COMPETENT PERSON AS DIRECTOR OF THE CONSERVATORY OF MUSIC, WAS REFERRED TOT HE CHANCELLOR, TO REPORT AT A SUBSEQUENT MEETING OF THE BOARD.
