Your letter of Jan 19th/88 in regard to item in Deficiency bill for agricultural Exp. stations was received. The bill has passed the House and will doubtless pass the Senate this week and become a law probably. The delay of course was owing to the neglect of the Democratic House to have the Deficiency bill ready for action last [ ]
