My Dear D.Bessey-
I am very sorry you are not to be at Washington. DrBeal cannot attend and I had fixed my heart upon you to be chairman and push things. DrBeal has sent a paper upon "The Province of the Botanists in the Experiment Station". You must send a paper also- It need not be long but a paper - If only five minutes of points and pointers it will help amazingly- As secretary I ought to keep still but at odd moments [am] trying for a paper on What ought to go into the Bulletins. It is designed to bring up a discussion.
Yes I remember the phrase "The Constitution as it is" - I was a great ([small]) reader of the N.Y. Tribune in those days - and [strange] enough I again read that paper daily - You will not forget the trouble I am in over the Migration of [ ]. One person says it is the migration of men that does the mischief - When your flora is issued let me have one The Flora of N.J. will be out in about six weeks so there is something good for you Dr[Bulters] made it.
