3 and the necessary expenses of conducting investigations 4 and experiments and printing and distributing the results 5 as hereinbefore prescribed, the sum of fifteen thousand 6 dollars per annum is hereby appropriated to each State 7 and to each Territory entitled under the provisions of section 8 nine of this act, out of any money in the Treasury proceeding 9 from the sales of public lands, to be paid in equal quartlerly 10 payments, on the first day of January, April, July, and October 11 in each year, to the treasurer or other office duly appointed 12 by the aforesaid boards of trustees to receive the same, 13 the first payment to be made on the first day of [July] October, 14 eighteen hundred and [eighty-five] eighty-seven[; but no such] 15 [payment shall be made to any station until the trustees or] 16 [other governing body of the college at which such station is] 17 [located shall have executed, under their corporate seal, and] 18 [filed with the Secretary of the Treasury, an agreement to expend] 19 [all moneys received under this act for the sole and exclusive] 20 [purpose and in the manner herein directed, and to] 21 [maintain a farm of at least twenty-five acres in connection] 22 [with such college, and shall also have executed and filed with] 23 [said Secretary their bond, in the penal sum of fifteen-thousand] 24 [dollars, with two sufficient sureties, approved by the clerk of] 25 [a court of record in such State, conditioned on the faithful expenditure] 26 [of and accounting for all moneys so received]: Provided, 27 however, That out of the first annual appropriation so

28 received by any station an amount not exceeding one-fifth 29 may be expended in the erection, enlargement, or repair of a 30 building or buildings necessary for carrying on the work of 31 such station; and thereafter an amount not exceeding five per 32 centum of such annual appropriation may be so expended.

1 Sec. 7. That whenever it shall appear to the Secretary 2 of the Treasury, from the annual statement of receipts and 3 expenditures of any of said stations, that a portion of the 4 preceding annual appropriation remains unexpended, such 5 amount shall be deducted from the next succeeding annual 6 appropriation to such station, in order that the amount of 7 money appropriated to any station shall not exceed the 8 amount actually and necessarily required for its maintenance 9 and support.

1 Sec. 8. That nothing in this act shall be construed to 2 impair or modify the legal relation existing between any of 3 the said colleges and the government of the States or Territories 4 in which they are respectively located.

1 Sec. 9. That the provisions and benefits of this act shall 2 apply to the agricultural colleges which have been or may 3 hereafter be established in any of the Territories of the United 4 States under the laws thereof: Provided, That the average 5 attendance of pupils upon the instruction of such college for 6 the year preceding its application for the benefits of this act 7 shall not have been less than fifty: And provided further,

8 . That in States having colleges entitled under this section to 9 . the benefits of this act, and having also agricultural experi 10 . ment stations established by law separate from said colleges, 11 . such States shall be authorized to apply such benefits to exper 12 . iments at stations so established by such States: And pro 13 . vided further. That in case any State shall have established, 14 . under the provisions of said act of July second aforesaid, an 15 . agricultural department or experiment station in connection 16 . with any university, college, or institution not distinctively an 17 . agricultural college or school, and such State shall have es 18 . tablished or shall hereafter established a separate agricult 19 . ural college or school, which shall have connected therewith 20 . an experimental farm or station, the legislature of such State 21 . may apply in whole or in part the appropriation by this act 22 . made to such separate agricultural college or school; and no 23 . legislature shall, by contact, express or implied, disable itself 24 . from so doing.

1 . SEC. 10. That the grants of moneys authorized by this 2 . act are made subject to the legislative assent of the several 3 . States and Territories to the purposes of said grants.

Your letter of Feb 15th/87 concerning your trouble to secure the consent of the "Public Printer" to use the (10) plates from publications of the Department of Agriculture in your work in "Grasses and Forage plants," was received. I am sorry that the matter did not reach me at an earlier day as the pressure of matters at this stage of the received claims all of my time.
